Job Overview:
The position of Extended Term Consultant (ETC) at the World Bank in Morocco focuses on Private Sector Development (PSD) within the Finance, Competitiveness, and Investment (FCI) Regional team. The ETC will play a crucial role in supporting the FCI program, which aims to stimulate private sector-led growth and enhance market creation in client countries. This role involves engaging in policy dialogue with private sector and government stakeholders, contributing to the development and execution of lending and non-lending operations, and preparing high-quality analytical documents related to competitiveness and private sector development. The consultant will work closely with the Senior Private Sector Specialist and the Practice Manager, providing support on financial sector issues as needed. The position requires a proactive approach to organizing consultations and disseminating information among various stakeholders, ensuring effective communication and collaboration across sectors.

Duties and Responsibilities:
The duties and responsibilities of the Extended Term Consultant include:
  • Assisting the Senior Private Sector Specialist in maintaining and developing active policy dialogues with private sector and government counterparts at both national and subnational levels on private sector development issues.
  • Contributing to the development and implementation of lending and non-lending operations for the FCI country program.
  • Preparing high-quality analytical work, policy notes, proposals, and other documents related to competitiveness and private sector development.
  • Organizing and facilitating policy consultation or dissemination events with public and private stakeholders.
  • Supporting communication and collaboration with development partners, civil society, and media on issues relevant to Morocco’s private sector.
  • Participating in missions, meetings, workshops, and focus groups as requested, including logistical arrangements and material development.

Required Qualifications:
Candidates must possess a Master’s degree in economics, international development, trade, business, public policy, or a related discipline, along with a minimum of 5 years of relevant professional experience. They should have solid knowledge and practical experience in areas such as trade/investment policy, business environment reforms, and SME support. An intimate understanding of the challenges facing the private sector in Morocco is essential, as is experience in influencing policy discussions at the country level. Candidates should also demonstrate experience in project design and implementation, as well as the ability to produce analytical reports and studies.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as economics, international development, trade, business, or public policy. This advanced education is crucial for understanding the complexities of private sector development and the economic landscape in Morocco.

Experience:
The position requires a minimum of 5 years of relevant professional experience, particularly in areas related to trade/investment policy, business environment reforms, and private sector development. Candidates should have a proven track record of engaging with stakeholders and influencing policy discussions at various levels, as well as experience in managing projects and producing analytical work.

Languages:
Fluency in English and French is mandatory, with excellent written and oral communication skills in both languages. The ability to draft concise reports and present findings to diverse stakeholders is essential. Fluency in Arabic is considered a valuable asset, enhancing communication with local partners and stakeholders.

Additional Notes:
This position is a full-time appointment under a local contract for a duration of at least one year, with the possibility of renewal. Extended Term Consultants (ETCs) are eligible for various benefits, including medical insurance, leave entitlements, and an indemnity payment upon contract completion. The role is designed to address specific business needs and may involve flexibility in project demands. Candidates should be aware that the total cumulative duration of ETC appointments cannot exceed 36 months over a lifetime, and a one-year cooling-off period is required before reappointment as a Short-Term Consultant.
