Job Overview: The NDC Tracking Expert will work closely with the National ICAT team leader and will be responsible for providing technical input to ensure the successful completion of project deliverables related to the tracking of Nationally Determined Contributions (NDCs) under the Paris Agreement. This role involves collaboration with various stakeholders, including national authorities and key institutions, to enhance the capacity for tracking GHG emissions and NDC implementation. The expert will engage in activities such as developing data management frameworks, conducting stakeholder consultations, and ensuring the timely submission of reports and deliverables. The position requires a strong understanding of climate change mitigation strategies and the ability to work effectively within a multi-stakeholder environment.
Duties and Responsibilities: The NDC Tracking Expert will have a comprehensive set of responsibilities, including:
Collaborating with the ICAT local team lead and other experts to develop and implement project deliverables related to NDC tracking.
Conducting stocktaking activities to assess current data collection processes and institutional arrangements for GHG emissions projections.
Identifying and analyzing policies and measures under key NDC sectors to estimate their GHG emissions reduction potential.
Developing and enhancing data management frameworks for GHG emissions projections and NDC implementation tracking.
Engaging with national authorities and stakeholders to ensure the technical quality of deliverables and facilitate stakeholder validation workshops.
Providing technical input on GHG scenarios modeling and mitigation strategies.
Preparing reports and documentation related to project outputs, including inception reports, validation workshop reports, and final project reports.
Supporting capacity building efforts for national stakeholders on the use of GHG and Sustainable Development indicators.
Ensuring compliance with project timelines and deliverables as outlined in the workplan.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in natural or social sciences, or a Bachelor’s degree with a relevant combination of two years of additional experience. A minimum of five years of proven working experience in climate/environment protection is required, along with experience in diverse methodologies and tools for NDC tracking and climate indicators. Candidates should have a strong understanding of climate change mitigation and sustainable development issues, as well as experience working with international development projects and engaging with national and local stakeholders. Knowledge of climate change policy processes and mitigation strategies in key sectors is essential, along with demonstrable experience in NDC stocktaking and assessment methods.
Educational Background: An advanced university degree (Master’s or equivalent) in natural or social sciences is preferred. A Bachelor’s degree with a relevant combination of two years of additional experience related to the position may be accepted in lieu of an advanced university degree. The educational background should be complemented by a strong understanding of climate change issues and methodologies relevant to NDC tracking.
Experience: Candidates should have a minimum of five years of proven working experience in climate/environment protection, with specific experience in NDC tracking methodologies and tools. Experience working with international development projects and engaging with stakeholders related to climate mitigation is also required. The candidate should demonstrate a solid understanding of climate change policies and processes, as well as experience in NDC stocktaking and assessment methods.
Languages: Fluency in English, both spoken and written, is mandatory for this position. Additional language skills may be considered an asset but are not specified as required.
Additional Notes: The position is part-time and expected to last for 9 months. The consultant will work closely with the UNEP CCC Project Coordinator and will be responsible for ensuring the timely delivery of project outputs. International travel may or may not be required for this consultancy.
