Job Overview: The Local ICAT Team Leader will play a crucial role in the implementation of the Initiative for Climate Action Transparency (ICAT) in Zambia. This position involves close collaboration with the national ICAT technical expert and the Project Coordinator at UNEP CCC. The primary expectation is to ensure the effective execution of the ICAT activities as outlined in the work plan, which includes leading and supporting technical experts in delivering various climate action initiatives. The consultant will be responsible for coordinating with national authorities and stakeholders, providing advisory support, and ensuring timely submission of deliverables. The role requires a participatory approach to engage a wide range of stakeholders, ensuring that all relevant aspects of the ICAT objectives are addressed. The consultant will also oversee the quality of outputs produced by technical experts and facilitate communication among all parties involved in the project.
Duties and Responsibilities: The duties and responsibilities of the Local ICAT Team Leader include:
Leading the inception phase, focusing on stocktaking for data collection processes and GHG emissions projections.
Developing and enhancing data management frameworks for GHG emissions projections.
Monitoring and tracking the implementation of Nationally Determined Contributions (NDC) mitigation actions.
Engaging with stakeholders to identify and analyze selected policies and measures under key NDC sectors.
Establishing a framework for tracking NDC implementation progress, supported by robust indicators.
Coordinating validation workshops and stakeholder consultations to ensure the relevance and accuracy of the outputs.
Preparing comprehensive reports on the progress and outcomes of the ICAT implementation, including lessons learned and recommendations for future actions.
Collaborating closely with technical experts to ensure high-quality deliverables are produced in a timely manner.
Supporting the ICAT project manager with project-related reporting and logistical coordination for workshops and training sessions.
Required Qualifications: The position requires the following qualifications:
An advanced university degree (Master’s or equivalent) in natural or social sciences. A Bachelor’s degree with two additional years of relevant experience may be accepted in lieu of a Master’s degree.
A minimum of 5 years of proven working experience in climate/environment protection.
At least 10 years of project/team management experience.
Experience collaborating with public sector and governmental agencies, particularly in the context of NDC development and Climate Transparency.
A minimum of 5 years of experience working with international development projects and engaging national and local stakeholders related to climate mitigation.
Demonstrated experience in preparing national climate reporting, including national communications and biennial update reports, with a good understanding of the Enhanced Transparency Framework's procedures and guidelines.
Excellent knowledge of climate change policy and processes.
Educational Background: Candidates must possess an advanced university degree (Master’s or equivalent) in a relevant field such as environmental science, social science, or a related discipline. Alternatively, a Bachelor’s degree combined with two years of additional relevant experience may be accepted in lieu of an advanced degree. This educational background is essential to ensure the candidate has the necessary theoretical and practical knowledge to effectively manage and implement climate action initiatives.
Experience: The position requires a significant level of experience, specifically:
A minimum of 5 years of proven working experience in climate/environment protection, demonstrating a strong understanding of environmental issues and climate change dynamics.
At least 10 years of project and team management experience, showcasing the ability to lead diverse teams and manage complex projects effectively.
Experience in collaborating with public sector and governmental agencies, particularly in relation to NDC development and Climate Transparency, is crucial.
A minimum of 5 years of experience working on international development projects, with a focus on stakeholder engagement related to climate mitigation efforts.
Languages: Fluency in English, both spoken and written, is mandatory for this position. This proficiency is essential for effective communication with stakeholders, preparation of reports, and participation in workshops and meetings. Additional language skills may be considered an asset but are not mandatory for this role.
Additional Notes: The position is part-time and expected to last for 9 months. The consultant will be required to work closely with national authorities and stakeholders in Zambia, ensuring that all activities align with the country's climate goals and commitments. The role may involve some international travel, depending on project needs and stakeholder engagement requirements.
