Job Overview: The National GEDSI Specialist will play a crucial role in providing technical support to mainstream Gender Equality, Disability and Social Inclusion (GEDSI) and Protection from Sexual Exploitation and Abuse (PSEA) across various FAO projects and programmes in Papua New Guinea. This position requires collaboration with project teams to ensure that all interventions are gender-responsive and inclusive. The Specialist will be responsible for developing and delivering training programs, conducting gender assessments, and supporting the implementation of gender-responsive indicators and methodologies. The role also involves contributing to policy development and alignment with national gender and social inclusion policies, ensuring that FAO PNG's interventions are in line with the national priorities. The Specialist will work closely with government counterparts, civil society organizations, and development partners to enhance the effectiveness of FAO's initiatives in promoting gender equality and social inclusion.
Duties and Responsibilities: The duties and responsibilities of the National GEDSI Specialist include providing technical guidance to project teams on integrating GEDSI considerations into project design, implementation, monitoring, and evaluation. The Specialist will review project documents and work plans to ensure alignment with FAO’s Policy on Gender Equality and relevant UN frameworks. They will support the development of GEDSI-responsive indicators and data collection methodologies, conduct gender assessments, and develop training programs on gender mainstreaming and social inclusion. Additionally, the Specialist will facilitate training on Gender Transformative Approaches (GTAs) for project beneficiaries and ensure the integration of gender equality principles across agricultural value chain interventions. The role also involves contributing to the development and implementation of the FAO PNG Gender Strategy and Action Plans, documenting good practices, and participating in UN inter-agency coordination mechanisms on gender and social inclusion.
Required Qualifications: Candidates must possess a university degree (Bachelor’s or equivalent) in Gender Studies, Social Sciences, Development Studies, Community Development, Human Rights, Agriculture, or a related field. A minimum of three years of relevant experience in gender mainstreaming, social inclusion, or related fields is required. Proficiency in English is mandatory, and candidates must be nationals of Papua New Guinea. Additional qualifications include familiarity with disability inclusion principles, strong analytical and communication skills, and the ability to work independently and collaboratively within a team.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as Gender Studies, Social Sciences, Development Studies, Community Development, Human Rights, or Agriculture. An advanced degree (Master’s) in a relevant field is considered an advantage. Candidates must have their qualifications recognized by an accredited institution listed in the World Higher Education Database (WHED).
Experience: The position requires a minimum of three years of relevant experience in gender mainstreaming, social inclusion, or related fields. Experience working on GEDSI issues in agriculture, food security, or rural development programmes is essential. Familiarity with the UN system, international organizations, or government agencies is highly desirable. Candidates should also have experience in developing and delivering training on gender and social inclusion, as well as a strong understanding of gender analysis frameworks and tools.
Languages: A working knowledge of English (proficient Level C) is mandatory for this position. Knowledge of local languages such as Motu or Highlands languages is considered an advantage, as it may enhance communication and engagement with local communities and stakeholders.
