Job Overview: The National Programme Assistant will play a crucial role in providing operational and administrative support for the effective implementation of FAO’s environment and forestry-related projects in Papua New Guinea. This position requires close collaboration with the Head of Office, Chief Technical Advisor, and other team members to ensure smooth project execution and effective communication. The assistant will be responsible for various tasks including the preparation and monitoring of agreements, financial closure of projects, quality assurance of operational transactions, and coordination of travel logistics. The role is essential for maintaining compliance with FAO procedures and ensuring that projects are delivered efficiently and effectively.
Duties and Responsibilities: The National Programme Assistant will have a comprehensive set of responsibilities including: assisting in the preparation, processing, and monitoring of Letters of Agreement (LoAs) and Operational Partners Agreements (OPAs); supporting the operational and financial closure of projects; conducting quality assurance of operational transactions; coordinating travel logistics for staff and consultants; consolidating and monitoring monthly travel and meeting plans; managing cash and DSA advances; maintaining and updating the asset register; overseeing office facilities and fleet operations; and performing other related duties as required to ensure smooth operational and programme delivery.
Required Qualifications: Candidates must possess a university degree in human resources management, law, business administration, public administration, or another relevant field. Additionally, a minimum of three years of relevant experience in human resources management, legal or administrative functions, or programme and operations support is required. Proficiency in English (level C) is mandatory, and candidates must be nationals of Papua New Guinea.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as human resources management, law, business administration, or public administration. Candidates must ensure that their qualifications are recognized by the World Higher Education Database (WHED).
Experience: The position requires a minimum of three years of relevant experience in areas such as human resources management, legal or administrative functions, or programme and operations support. Experience in providing operational and administrative support to development projects is highly valued, particularly in processing and monitoring agreements and supporting project closure processes.
Languages: A working knowledge of English at a proficient level (level C) is mandatory for this position. Additional language skills may be beneficial but are not specified as requirements.
