Job Overview: The Information, Counselling, and Legal Assistance (ICLA) Officer position is crucial for ensuring high-quality project implementation at the field level. The officer will be responsible for identifying the most vulnerable households through comprehensive case assessments and implementing activities that deliver relevant assistance based on identified needs in a timely manner. This role also involves supporting the preparation of reports and ensuring adherence to NRC policies, tools, handbooks, guidelines, and donor requirements. The ICLA Officer will engage and coordinate activities with partners and stakeholders, prepare status reports for management, and ensure proper filing of documents. Additionally, the officer will organize mapping of operational agencies in the areas of intervention and coordination, ensuring that projects target the most vulnerable right-holders. Participation in NRC’s staff seminars and training is also expected, along with promoting the rights of refugees and displaced persons in line with the advocacy strategy. The officer will contribute to supporting Safe and Inclusive Programming (SIP) and will be responsible for implementing SIP standards in day-to-day activities. Administrative procedures such as drafting letters and raising Travel Authority Requests will also be part of the responsibilities.
Duties and Responsibilities: The ICLA Officer will deliver a range of ICLA services, including information provision, legal counselling, legal assistance, and systematic case follow-up. Regular field missions to relevant provinces will be conducted to monitor implementation quality and compliance. The officer will coordinate and provide technical and operational support to implementing partners, maintaining accurate partner logs and trackers. Monitoring project progress and case status is essential, ensuring data quality and timely updates to tracking systems. The officer will contribute to the drafting and review of legal documents and guidance related to ICLA thematic areas. Maintaining effective working relationships and communication with relevant authorities and external stakeholders is crucial. The officer will also support financial processes, including the preparation of payment requests and monthly donor reconciliations. Additionally, the officer will contribute to internal, donor, and authority reporting, including progress, quarterly, interim, and final reports, and will manage the help desk and legal desk in the Multi-Purpose Service Centre (MPSC) and the delivery of their services.
Required Qualifications: The position requires at least 3 years of working experience in a humanitarian or refugee context. A law degree in the field of international humanitarian or refugee law, or a relevant educational background combined with professional experience, is essential. Documented results related to the position’s responsibilities are required, along with a good knowledge of the Iranian legal system and relevant international legal instruments. Experience working with refugees in Iran is considered an asset, and knowledge of the context in Afghanistan is also beneficial. The candidate should possess strong context-related skills, knowledge, and experience relevant to the position.
Educational Background: Candidates must hold a law degree in international humanitarian or refugee law or possess a relevant educational background that is complemented by professional experience in the field. This educational foundation is critical for understanding the legal frameworks and principles that govern the rights and protections of refugees and displaced persons.
Experience: The ideal candidate should have a minimum of 3 years of relevant working experience in a humanitarian or refugee context. This experience should include direct engagement with vulnerable populations, particularly refugees, and an understanding of the complexities involved in providing legal assistance and support in such environments. Experience working in complex and volatile contexts is highly valued, as is any background in social work or related fields.
Languages: Fluency in English is mandatory, along with native proficiency in Persian, both written and spoken. These language skills are essential for effective communication with beneficiaries, stakeholders, and partners. Additional language skills may be considered an asset, particularly those relevant to the local context.
Additional Notes: The position is full-time and may involve working in complex and insecure environments.
