Job Overview:
The Project Analyst will play a crucial role in the implementation of the Strong and Resilient Communities intervention, which aims to enhance the capacity of selected municipalities in Montenegro to plan, finance, and execute local infrastructure investments that address development needs and improve climate resilience. This position requires a strong focus on engineering coordination, construction supervision, and ensuring that infrastructure investments comply with technical, safety, and environmental standards. The Project Analyst will oversee the planning, execution, and monitoring of construction works, ensuring quality and timeliness while adhering to UNDP’s Social and Environmental Standards (SES). The role also involves close collaboration with municipalities, contractors, supervision companies, and national institutions, as well as supporting partnership development to facilitate the expansion of the intervention to additional municipalities in the future. The Project Analyst will be responsible for managing project activities in a gender-sensitive and inclusive manner, contributing to the development of new projects aligned with national priorities and gender equality objectives, and ensuring effective communication with donors and stakeholders.

Duties and Responsibilities:
The Project Analyst will be responsible for a wide range of duties, including:
  • Supporting partnerships and advocacy activities at the project level by managing and implementing project activities in a gender-sensitive manner.
  • Coordinating resource mobilization activities and engaging in dialogue with donors.
  • Monitoring implementation progress and ensuring quality, accuracy, and timeliness of reporting to donors and project partners.
  • Advising UNDP on strategic and technical matters related to low-carbon, inclusive green development, climate resilience, and sustainable infrastructure.
  • Ensuring successful completion of the project in accordance with stated outcomes and performance indicators.
  • Organizing and managing project teamwork, supervising consultants, and ensuring effective coordination across technical and operational functions.
  • Monitoring implementation progress and managing potential project risks.
  • Capturing lessons learned during project implementation and facilitating knowledge sharing.
  • Ensuring gender is effectively mainstreamed throughout project activities and outputs.

Required Qualifications:
The position requires an advanced university degree in Engineering or Social Science. Alternatively, a first-level university degree (Bachelor’s Degree) in the mentioned areas combined with an additional two years of qualifying experience will be considered. Applicants with a Master’s degree are not required to have professional work experience, while those with a Bachelor’s degree must have a minimum of two years of relevant professional experience in managing development and infrastructure projects. Desired skills include experience in implementing infrastructure projects, coordinating with various stakeholders, and knowledge of environmental, safety, and sustainability standards applied to infrastructure projects.

Educational Background:
Candidates must possess an advanced university degree in Engineering or Social Science. A first-level university degree (Bachelor’s Degree) in the relevant fields, combined with two years of qualifying experience, will also be considered. This educational background is essential for understanding the technical and social aspects of the projects being managed.

Experience:
The position requires a minimum of two years of relevant professional experience at the national or international level in the management of development and infrastructure projects for candidates with a Bachelor’s degree. Those with a Master’s degree are not required to have prior professional experience. Experience in coordinating designers, contractors, supervision engineers, and public authorities is highly desirable, along with familiarity with technical reporting related to construction works.

Languages:
Fluency in English and Montenegrin is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners.

Additional Notes:
This position is full-time and involves direct supervision of one Project Associate responsible for technical project support. The Project Analyst will also coordinate with a Cluster Project Associate for administrative and finance project support.
