Job Overview: The Adaptation Solutions Specialist (Human and Social Development) position is situated within the Climate Change, Resilience, and Environment (CCRE) Cluster of the Climate Change and Sustainable Development Department (CCSD) at ADB. This role is pivotal in supporting the Human and Social Development Sector, particularly in the education and health sectors, by developing and deploying ADB's institutional strategies on adaptation and resilience. The specialist will be responsible for providing up-to-date information, analysis, and assessments to advocate for increased investments in adaptation and resilience initiatives. The position requires a strong focus on integrating adaptation and resilience considerations into ADB's operations, particularly in the education and health sectors, and involves significant collaboration with various stakeholders to enhance institutional capacity and knowledge sharing.
Duties and Responsibilities: The Adaptation Solutions Specialist will undertake a variety of duties and responsibilities, including:
Supporting ADB's programs by scaling up investments to maximize resilience outcomes through human and social development-related operations, particularly in education and health.
Assisting in country programming and pipeline development from a human and social development and resilience perspective.
Connecting ADB's resilience initiatives in education and health with broader initiatives pursued by ADB and other organizations.
Providing project cycle support for education and health sector operations, ensuring integration of adaptation and resilience considerations.
Offering technical assistance to developing member countries to strengthen their capacity in integrating adaptation and resilience solutions.
Co-leading the processing of selected full-adaptation projects focused on education and health sector resilience.
Leading knowledge development and dissemination efforts, focusing on capacity building for adaptation and resilience.
Strengthening partnerships to share global best practices and inform ADB's resilient investments. 1
Liaising with external development partners and representing ADB in international forums on adaptation and resilience.
Required Qualifications: Candidates for the Adaptation Solutions Specialist position must possess a university degree in climate sciences, environmental management, social sciences, development economics, or related fields, preferably at the postgraduate level. Additionally, candidates should have at least six years of work experience in developing countries within the Asia-Pacific region, with a specific focus on adaptation and resilience. Demonstrated experience in education and/or health sector adaptation solutions is essential, along with managerial skills and experience in leading teams and projects related to adaptation and resilience. Familiarity with the operations, policies, and procedures of multilateral financial institutions, particularly ADB, is preferred. Candidates must also exhibit strong teamwork and negotiation skills, and proficiency in written and verbal English is mandatory.
Educational Background: The educational background required for this position includes a university degree in relevant fields such as climate sciences, environmental management, social sciences, or development economics. A postgraduate degree or equivalent is preferred, indicating a higher level of expertise and understanding of the complexities involved in adaptation and resilience strategies.
Experience: The position requires a minimum of six years of relevant work experience, particularly in developing countries within the Asia-Pacific region. Candidates should have substantial experience focusing on adaptation and resilience, especially in the education and health sectors. Additionally, two years of relevant experience outside ADB within the past five years is required, which may include roles as a consultant or contractor for ADB.
Languages: Proficiency in English is mandatory for this position, both written and verbal. This is essential for effective communication and collaboration within ADB and with external partners. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to the regions ADB operates in.
Additional Notes: This position is a fixed-term appointment with the option to renew, initially for a period of up to three years or until the Normal Retirement Date (NRD), whichever comes first. The role is part of ADB's Workforce Rebalancing Framework (2022-2027), aimed at enhancing in-house expertise. Successful candidates may occasionally be required to undertake short-term assignments in other departments or offices.
