Job Overview: The Protection Officer - PCM Supervisor will play a crucial role in overseeing and implementing general protection case management activities in Sheraro, Tigray, Ethiopia. This position requires a strong understanding of international protection standards and best practices, as the officer will be responsible for managing individual protection cases and supervising the work of PCM case workers. The officer will work closely with the Protection Team Leader and collaborate with various stakeholders, including local governance structures and partner organizations. The role involves developing and strengthening relationships with these entities to enhance the effectiveness of protection services provided to vulnerable beneficiaries. The officer will also be tasked with monitoring and evaluating the impact of case management activities, ensuring that they are responsive to the needs of the community and aligned with DRC's accountability commitments.
Duties and Responsibilities: The Protection Officer - PCM Supervisor will implement assigned general protection case management activities in accordance with international standards and DRC guidelines. Key responsibilities include supporting case workers in the identification, assessment, planning, intervention, and follow-up processes for vulnerable beneficiaries. The officer will lead case conferences and technical reviews, conduct training and workshops, and maintain frequent contact with the beneficiary community. Establishing a safe and conducive environment for beneficiaries is essential, as is reporting to the protection manager and collecting reports from case management assistants. The officer will coordinate with other agencies and government bodies, assess the outputs and outcomes of case management activities, and represent DRC in various technical meetings. Additionally, the officer will monitor protection trends, ensure ethical data collection, and provide feedback on project activities. Responsibilities also include maintaining case management databases, entering client data, and procuring necessary materials for case management.
Required Qualifications: Candidates must possess a minimum of 2 years of experience in PCM, CP, or GBV case management supervision, with a preference for experience in the project locations. A proven record of community engagement and consultation is essential, along with a technical understanding of core protection concepts and ethical data collection protocols. Candidates should demonstrate strong planning, organizational, analytical, and problem-solving skills, with the ability to work independently and as part of a team. Integrity, a strong work ethic, and the ability to meet deadlines under pressure are crucial. Proficiency in Microsoft Office, including Word and Excel, is required, and familiarity with data collection tools such as Kobo is desirable.
Educational Background: A university degree in social work, social science, law, or a related field from a recognized institution is required for this position. Relevant certifications or licenses may also be beneficial.
Experience: The position requires a minimum of 2 years of relevant experience in protection case management supervision, with a strong preference for candidates who have worked in the specific project locations. Experience in direct implementation of protection case management activities is essential, along with a proven ability to engage with communities and conduct assessments, trainings, and workshops.
Languages: Fluency in English, both spoken and written, is mandatory. Proficiency in Tigrigna is also required, as it is essential for effective communication with beneficiaries and local stakeholders.
Additional Notes: The contract length for this position is up to July 31, 2026, and it is classified as a national contract at Band H2 – Non-Management level. The designated duty station is Sheraro, and the start date is as soon as possible. Salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for National employees.
