Job Overview: The Laboratory Systems Strengthening Advisor will provide technical leadership and guidance for the US Department of State-funded STRengthening Infectious disease DEtection Systems (STRIDES) Activity in the Philippines. This role involves leading the development, implementation, and monitoring of strategic initiatives aimed at strengthening laboratory systems and diagnostic capacities. The advisor will work closely with country-level teams and stakeholders to ensure effective technical assistance, develop guidelines and policies, and contribute to project planning and evaluation. The position requires frequent field visits (around 50 percent) across the Philippines to ensure the successful implementation of laboratory and diagnostic services.
Duties and Responsibilities: The key responsibilities include providing technical leadership for laboratory and diagnostic services, monitoring project protocols and data sets, collaborating with national and local counterparts, developing technical briefs and reports, guiding the implementation of laboratory strengthening activities, and mentoring junior project team members. The advisor will also promote the integration of new diagnostic technologies, align laboratory activities with project goals, conduct analyses to identify areas for improvement, and prepare reports summarizing project results. Additionally, the advisor will oversee project timelines and budgets, ensuring compliance with work plans and regulatory requirements, and will serve as a primary author for technical deliverables.
Required Qualifications: Candidates must possess a Master’s degree in microbiology or a related field, with a PhD preferred. A minimum of 8 years of experience in infectious disease diagnostics or laboratory systems strengthening is required, along with prior work experience with USG-funded projects. Extensive knowledge of laboratory practices, quality assurance systems, and diagnostic techniques is essential. Candidates should demonstrate the ability to design and manage laboratory strengthening initiatives and have experience in capacity-building activities such as training and mentoring laboratory personnel.
Educational Background: The educational background required for this position includes a Master’s degree in microbiology or a relevant subject within biological sciences, with a preference for candidates holding a PhD in microbiology or related fields. This educational foundation is critical for understanding the complexities of laboratory systems and infectious disease diagnostics.
Experience: The position requires at least 8 years of relevant experience, particularly in working with infectious disease diagnostics and laboratory systems strengthening. Familiarity with USG regulations and reporting requirements is preferred, along with a proven track record of managing laboratory strengthening initiatives and collaborating with government agencies and stakeholders.
Languages: Proficiency in English is mandatory, with excellent oral and written communication skills required. Knowledge of Tagalog is also essential, as it will facilitate communication with local stakeholders and enhance the effectiveness of project implementation.
