Job Overview:
The Project Officer (Energy) position at ADB is a critical role within the Energy Sector Division (SD1-ENE) of the Sectors Department 1 (SD1). The officer will be strategically assigned to the Philippines Country Office (PHCO) and will report to the Director of SD1-ENE or designated Technical International Staff. The primary responsibilities include supporting loan, grant, and Technical Assistance (TA) processing and administration, managing portfolios, conducting sector assessments, and engaging in client relationship management. The role also involves marketing and business development, fundraising for concessional funds, and participating in various energy sector activities in the Philippines. The Project Officer will work collaboratively with other team members and may also be tasked with responsibilities in other countries as directed. This position is essential for ensuring the successful implementation of energy projects and initiatives that align with ADB's mission to foster prosperity in Asia.

Duties and Responsibilities:
The duties and responsibilities of the Project Officer (Energy) include:
  • Participating in sovereign loan and grant processing as a team member, supporting the preparation of processing documents such as Project Concept Notes (PCN), Reports and Recommendations of the President (RRP), and Project Administration Manuals (PAM).
  • Assisting in the preparation of budget applications for trust funds or TA Special Funds and mobilizing TA budgets.
  • Leading TA processing when instructed, including preparing TA Concept Notes and Reports.
  • Supporting non-sovereign energy investments by providing assistance in dialogues with government agencies and conducting technical and regulatory risk assessments.
  • Updating energy sector assessments and conducting analytical work related to emerging sector issues.
  • Mobilizing concessional financing for energy sector programs through various funding sources.
  • Monitoring the progress of assigned projects and preparing project performance reports, including identifying issues and implementing solutions.
  • Engaging with executing agencies, contractors, and consultants to ensure project success and compliance with ADB guidelines.
  • Participating in Country Operations Missions and completing tasks outside the Philippines as required. 1
  • Preparing Project Completion Reports and TA Completion Reports as assigned.

Required Qualifications:
To qualify for the Project Officer (Energy) position, candidates must possess a Bachelor's degree in engineering, finance, economics, or a related field, preferably with advanced training. Additionally, candidates should have at least 8 years of relevant professional experience in project processing and administration, knowledge work, and concessional fundraising within the energy sector. Experience with various ADB lending modalities, sound knowledge of the Philippine government's administrative system, and familiarity with private sector operations in energy infrastructure are essential. Candidates should also demonstrate strong teamwork skills and have experience liaising with government officials. Two years of relevant experience outside ADB within the past five years is required, and prior consultancy or contracting experience with ADB will be considered as experience outside the organization.

Educational Background:
The educational background required for the Project Officer (Energy) position includes a Bachelor's degree in engineering, finance, economics, or an equivalent field. Advanced training or qualifications in these areas is preferred, as it enhances the candidate's ability to perform the complex tasks associated with energy project management and administration.

Experience:
Candidates are expected to have a minimum of 8 years of relevant professional experience in project processing and administration, particularly within the energy sector. This experience should include knowledge work and concessional fundraising, as well as management and implementation of energy-related projects. Familiarity with ADB's lending modalities and experience working with government officials and teams is crucial. Additionally, candidates should have at least two years of relevant experience outside ADB within the past five years, which may include consultancy or contracting roles.

Languages:
The mandatory language requirement for this position is proficiency in English, as it is the primary language of communication within ADB and for project documentation. Knowledge of Filipino or other regional languages may be considered an asset, but it is not a mandatory requirement.
