Job Overview:
The Gender and Urban Safety Consultant will play a crucial role in supporting the implementation of a project aimed at enhancing gender equality and urban safety in Brazil. Reporting to the Head of the Brazil Office, the consultant will work closely with UN-Habitat’s operational and technical teams to design and deliver a training course focused on gender, urban violence prevention, and the safe use of public spaces. This position requires a deep understanding of gender issues, urban planning, and violence prevention strategies. The consultant will be responsible for developing training materials, ensuring the integration of theoretical and practical content, and promoting a participatory learning environment. The training course will target technical teams from various state secretariats involved in the Alagoas Lilás policy, aiming to equip them with the knowledge and skills necessary to address gender-based violence and promote urban safety effectively. The consultant will also be tasked with preparing reports and ensuring that all activities align with UN-Habitat’s quality standards and project requirements.

Duties and Responsibilities:
The Gender and Urban Safety Consultant will have a comprehensive set of responsibilities, including: 1) Developing training materials in slide presentation format that cover the objectives, agenda, methodology, and content for the course. 2) Preparing technical support materials that include key concepts in a glossary format and a compilation of practical guides and methodologies. 3) Designing and delivering the training course in collaboration with the UN-Habitat team and the Government of the State of Alagoas. 4) Ensuring the integration of theoretical and practical content related to gender and urban safety. 5) Systematizing the results of the training course, including a detailed report on the content, methodology, participant profiles, and lessons learned. 6) Adopting ethical principles in training delivery, promoting a safe and inclusive learning environment. 7) Participating in alignment and monitoring meetings with stakeholders. 8) Developing reports that adhere to ABNT guidelines and UN-Habitat’s quality standards. 9) Completing all assigned training activities and ensuring compliance with UN security" style="border-bottom: 1px dotted #007bff !important;">security protocols.

Required Qualifications:
Candidates must possess a postgraduate degree in Urban Planning, Architecture, Social Science, Political Science, Law, International Relations, or related fields. Alternatively, a bachelor's degree in these areas combined with four years of relevant experience may be accepted. A minimum of six years of professional or academic experience in gender and urban safety in Brazil is required. Familiarity with international and national best practices in gender-responsive urban planning is desirable, as is experience in capacity building and training within the public sector. Previous experience with the UN system is also advantageous. Strong training delivery skills, knowledge of agile methodologies, and excellent written and spoken Portuguese are essential. Proficiency in Microsoft Office and Windows is required, along with strong organizational and communication skills.

Educational Background:
The educational requirements for this position include a postgraduate degree (Latu Sensu or Stricto Sensu) in relevant fields such as Urban Planning, Architecture, Social Science, Political Science, Law, or International Relations. Candidates with a bachelor's degree in these areas may also qualify if they have an additional four years of relevant experience. This educational background is crucial for understanding the complexities of urban safety and gender issues, as well as for developing effective training materials and strategies.

Experience:
The position requires a minimum of six years of professional and/or academic experience specifically related to gender and urban safety within Brazil. This experience should encompass a strong understanding of the socio-political landscape regarding gender issues and urban planning. Candidates should demonstrate a track record of working on projects that address gender-based violence and urban safety, as well as experience in training and capacity building for multidisciplinary teams in the public sector. Familiarity with UN processes and standards is also beneficial.

Languages:
Fluency in Portuguese is mandatory for this position, as it is the primary language of communication within the context of the project. While English and French are the working languages of the United Nations Secretariat, and Spanish is used in the Regional Office, proficiency in Portuguese is essential for effective engagement with local stakeholders and participants in the training course. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
This consultancy position is part-time (70%) and is based locally in Brazil, specifically in Rio de Janeiro. The consultant will receive a total remuneration of BRL 14,000, distributed across two payments based on the successful delivery of specified products. The contract duration is expected to be two months, with the possibility of extension subject to funding availability and performance. The consultant must be available for travel within Brazil as required for project activities, with travel expenses covered by UN-Habitat according to UN travel guidelines.
