Job Overview: The Senior Health Management Information Systems Officer plays a crucial role in the Health Department of UNRWA, reporting directly to the Director of Health. This position involves close collaboration with the Head of Health Policy Planning and requires the supervision of professional and general support staff, including Limited Duration Contracts (LDCs) and Individual Service Providers (ISPs). The incumbent will provide guidance and technical support to health staff in headquarters and field offices, particularly in relation to health IT projects. The role is integral to the development and implementation of the UNRWA digital health strategy, which is part of the agency-wide digital transformation strategy. The officer will be responsible for ensuring that health management information systems are effectively integrated into the agency's planning and reporting processes, thereby enhancing the quality and accessibility of health services for Palestine refugees.
Duties and Responsibilities: The Senior Health Management Information Systems Officer will be responsible for several key duties, including:
Developing and updating the UNRWA digital health strategy in coordination with relevant staff and departments.
Creating and implementing the health management information strategy and linking it to agency-wide planning and reporting processes.
Developing detailed workplans for health management information systems, including electronic medical record (EMR) systems and business analytics tools.
Facilitating data analysis through the development of reports and dashboards to assist in planning and monitoring health program activities.
Organizing regular communications with relevant UNRWA staff and stakeholders, including meetings and workshops.
Overseeing the recruitment and performance management of staff to ensure effective functioning of health management information systems.
Delivering high-quality training to health staff on health information systems and data analysis.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in health informatics, health information management systems, public health, or a related field. Additionally, a minimum of eight years of progressively responsible experience in health information management and health informatics is required, with at least three years of supervisory experience in a large international or governmental organization. Candidates should have a sound knowledge of results-based management and health information management, as well as advanced proficiency in Microsoft Office applications. International experience outside the candidate's country of nationality is also required unless the candidate is already serving as an international staff member in the UN Common System.
Educational Background: An advanced university degree (Master's degree or equivalent) from an accredited educational institution in health informatics, health information management systems, public health, or any other relevant field of specialization is required for this position. Candidates with a first-level university degree combined with additional years of qualifying experience may also be considered.
Experience: The position requires a minimum of eight years of progressively responsible and relevant experience in health information management, health informatics, and management of health information systems. Candidates must also have three years of relevant work experience at a supervisory level in a large international, governmental, or commercial organization. Experience in results-based management of humanitarian and development assistance programs is essential, along with advanced knowledge of Microsoft Office and related applications.
Languages: English is the mandatory working language for this position, with a required proficiency level of UN Level III in reading, writing, listening, and speaking. Arabic is considered a desirable language, with a minimum proficiency level of UN Level I in all skills. Candidates should refer to the UN Language Framework for detailed language requirements.
