Job Overview: The consultant will play a crucial role in supporting the project 'Addressing urgent humanitarian needs of vulnerable refugees and third-country nationals in the Republic of Moldova.' This project aims to provide essential services to vulnerable refugees and third-country nationals fleeing Ukraine, particularly those who are excluded from mainstream assistance. The consultant will be responsible for developing, maintaining, and utilizing protection data systems and tools to ensure effective data management, which is vital for evidence-based programming and quality reporting. The consultant will work closely with the Protection Unit and will be supervised by the Project Specialist (Protection) and the Protection Programme Coordinator. The role requires a proactive approach to data management, ensuring that all outputs align with IOM's crisis response requirements and the UN Cooperation Framework for 2023-2027.
Duties and Responsibilities: The consultant is expected to deliver several key outputs, including:
An updated and functioning Protection Data Management System that meets the requirements of the RRP and IOM's crisis response.
Monthly data quality reports that cover 5W inputs, partner submissions, and internal data checks.
A centralized KOBO database with cleaned and validated datasets that are regularly updated.
Training sessions and coaching materials for enumerators and implementing partners on data collection tools.
Analytical inputs for assessments, narrative reports, and donor reporting.
Information products such as dashboards, maps, and visual reports produced at least monthly or as requested. The consultant's performance will be evaluated based on the completion of tasks, compliance with deadlines, and the quality of work, which must consider international human rights standards.
Required Qualifications: Candidates must possess strong analytical and problem-solving skills, proficiency in database management and data cleaning, and the ability to present complex data in accessible formats. Excellent communication and training skills are essential, as the consultant will be responsible for training enumerators and partners. Familiarity with KOBO or similar mobile data collection platforms is required, along with demonstrated experience in data visualization tools such as Power BI. Experience working with UN agencies, international NGOs, or humanitarian coordination systems is considered an asset.
Educational Background: A university degree in Information Management, Data Science, Social Sciences, Statistics, Computer Science, or a related field is required for this position. This educational background will provide the necessary foundation for understanding data management and analysis in a humanitarian context.
Experience: A minimum of 3 years of experience in data management, information management, or monitoring and evaluation (M&E) is required, preferably within humanitarian or development contexts. Candidates should have proven experience with KOBO or similar mobile data collection platforms, as well as demonstrated experience in data visualization, which is crucial for presenting data effectively to stakeholders.
Languages: Fluency in English is mandatory, with intermediate proficiency in Russian being an asset. IOM's official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments.
Additional Notes: The consultancy may require travel within Moldova as per project needs, and all travel expenses outside of Chisinau will be covered by IOM. The appointment is subject to funding confirmation and certification of the candidate's medical fitness for appointment. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. IOM has a zero-tolerance policy regarding conduct incompatible with its aims and objectives, including discrimination and harassment.
