Job Overview:
The consultant will play a crucial role in the Dar Safi project, which aims to prevent marine plastic littering in Dar es Salaam, Tanzania, by enhancing the city's municipal waste management systems. This position involves a three-tier approach focusing on policy development, capacity building, and infrastructure improvements to address key gaps in plastic waste management. The consultant will be responsible for conducting stakeholder analyses, organizing national roundtables, and formulating policy briefs based on research and stakeholder feedback. The role requires collaboration with various partners, including academic institutions and development agencies, to ensure effective implementation of sustainable waste management practices that benefit urban communities, particularly the urban poor.

Duties and Responsibilities:
  • Develop a stakeholder analysis report to identify roles, responsibilities, and gaps in environmental policy related to solid waste management and marine litter. This includes conducting interviews with key stakeholders and formulating a draft report by March 31, 2026, and finalizing it by April 30, 202
  • Organize three national roundtables focused on solid waste management and marine plastic littering, with specific deadlines for each roundtable report. The first roundtable is to be held by April 30, 2026, the second by September 30, 2026, and the third by February 28, 202
  • Formulate a policy brief based on insights gained from the stakeholder analysis and roundtables, with objectives and scope defined by March 31, 2026, and drafts prepared by August 21, 2026, and finalized by January 31, 202
  • Engage with stakeholders throughout the process to gather feedback and ensure the policy brief reflects the collective input and needs of the community.

Required Qualifications:
Candidates must possess an advanced university degree in Environmental Management, Environmental Policy, Economics, or a closely related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of five years of relevant experience in event organization, natural resources management, or solid waste management is required. Strong writing and communication skills, along with the ability to organize and plan events effectively, are essential. Proficiency in computer applications, including MS Word, Excel, and PowerPoint, is also required. Experience working with the United Nations or other international development agencies is desirable.

Educational Background:
An advanced university degree in Environmental Management, Environmental Policy, Economics, or a related field is required for this position. Candidates with a first-level university degree and additional qualifying experience may also be considered. This educational background is crucial for understanding the complexities of environmental policies and solid waste management practices.

Experience:
The position requires a minimum of five years of professional experience in relevant fields such as event organization, natural resources management, or solid waste management. Candidates should demonstrate a proven track record of successfully managing projects and engaging with stakeholders in a collaborative environment. Experience within the United Nations or similar international organizations is highly valued and considered an asset.

Languages:
Fluency in written and oral English and Kiswahili is mandatory for this position, as these are the primary working languages of the United Nations Secretariat. Proficiency in French is also beneficial and may enhance communication with a broader range of stakeholders.
