Job Overview:
The Human Resources Assistant position is integral to the DRC's operations in Sumy, Ukraine. This role involves providing comprehensive Human Resources support in alignment with both DRC and national policies and procedures. The successful candidate will work under the supervision of the HR & Administration Team Leader and will receive technical guidance from the Country HR Manager. The primary expectation is to ensure that all HR-related tasks within the Area Office are executed efficiently. This includes supporting recruitment and onboarding processes, maintaining accurate HR records, assisting with Code of Conduct-related matters, and offering guidance to staff on various HR topics. The role is designed to facilitate a smooth HR operation that aligns with the organization's mission and values, ensuring that staff are well-supported and that HR practices are compliant with relevant legislation.

Duties and Responsibilities:
The Human Resources Assistant will be responsible for a variety of tasks that are crucial for the effective management of human resources within the organization. Key duties include assisting management and employees with HR-related issues and concerns, supporting the recruitment process by advertising positions, preparing long lists of candidates, organizing interviews, conducting reference checks, and managing relevant documentation. The assistant will ensure compliance with personnel documentation in accordance with labor law and personal data protection regulations. Interaction with the DRC Country Office is essential to ensure timely and accurate documentation turnover. The role also involves assisting with the hiring, transfer, and dismissal of employees, maintaining compliance with labor legislation and internal regulations. The assistant will manage employee personal files, ensure adherence to leave policies, prepare internal orders for archiving, and manage payroll-related inputs by preparing timesheets. Additionally, the HR User role in data management systems will include managing employee contracts, leave requests, and benefits. The assistant will also facilitate the performance appraisal process and promote learning and development opportunities for employees. Lastly, the role includes driving initiatives that enhance employee well-being.

Required Qualifications:
To qualify for the Human Resources Assistant position, candidates must possess a university degree in HR Management and Labor Economics, Law, Social Science, or a related field. A solid understanding of labor law is essential, along with practical experience in HR administration, which includes preparing and processing hiring, contract extensions, transfers, and terminations, as well as maintaining employee records and personal files. Candidates must demonstrate fluency in written and spoken Ukrainian and proficiency in Microsoft Office applications such as Word, Excel, PowerPoint, and Outlook. Strong attention to detail and the ability to manage multiple priorities are critical for success in this role.

Educational Background:
Candidates are required to have a university degree in a relevant field such as HR Management and Labor Economics, Law, or Social Science. This educational background is essential to ensure that the candidate has a foundational understanding of human resources principles, labor laws, and the social dynamics that influence workplace environments.

Experience:
A minimum of 1 year of experience in human resource management, administration, recruitment, or a related field is required for this position. This experience should encompass a range of HR functions, including recruitment processes, employee onboarding, and maintaining HR records, which are vital for the effective execution of the role.

Languages:
Fluency in written and spoken Ukrainian is mandatory for this position. Additionally, an intermediate level of English proficiency (speaking, reading, and writing) is desirable, as it may facilitate communication with international colleagues and stakeholders. Knowledge of other languages could also be beneficial but is not explicitly required.

Additional Notes:
The contract for this position includes a 3-month probation period, with the possibility of extension based on performance and funding availability. The position is classified under Band I, and the designated duty station is Sumy, Ukraine. The start date for the role is as soon as possible.
