Job Overview:
The Technical Assistance Advisor (HQTA) position is a vital role within the TADAT Secretariat, which is part of the IMF’s Fiscal Affairs Department (FAD). The TADAT initiative aims to provide a standardized and objective assessment of tax administration systems across various countries. The advisor will be responsible for contributing to the implementation of the TADAT framework, which includes developing and delivering training for assessors and non-assessors, establishing quality standards for assessments, and reviewing TADAT assessment reports. The role also involves participating in research activities to update the TADAT tool and preparing guidance and communication materials to support the initiative. The advisor will work closely with various stakeholders, including donor countries and international organizations, to enhance the quality and effectiveness of tax administration assessments globally.

Duties and Responsibilities:
The Technical Assistance Advisor will have a comprehensive set of responsibilities, including but not limited to:
  • Contributing to the implementation of the TADAT framework by providing technical expertise and support.
  • Developing and delivering training programs for assessors and non-assessors to ensure a high standard of assessment quality.
  • Establishing and maintaining quality standards for TADAT assessments to ensure consistency and reliability.
  • Reviewing and providing feedback on TADAT assessment reports to ensure they meet established quality criteria.
  • Participating in research activities aimed at updating and improving the TADAT tool to reflect current best practices in tax administration.
  • Preparing guidance documents and communication materials to facilitate the understanding and application of the TADAT framework.
  • Engaging with public-sector institutions and international organizations to promote the TADAT initiative and its objectives.
  • Supporting the Secretariat in exploring AI-driven enhancements to assessment processes and knowledge management.
  • Managing structured datasets and performing quality controls to ensure data integrity and accuracy. 1
  • Collaborating with team members and stakeholders to achieve the goals of the TADAT initiative.

Required Qualifications:
Candidates for the Technical Assistance Advisor position must possess the following qualifications:
  • An advanced university degree or equivalent in a relevant field such as taxation, economics, accounting, law, or business administration.
  • A minimum of 4 years of professional working experience in tax administration or with a revenue authority, with preference given to candidates with 5 or more years of experience.
  • A sound understanding of tax administration performance management and measurement, along with broad experience in a modern tax administration environment.
  • Proven experience in delivering technical assistance related to tax or revenue administration to other countries.
  • Participation as a trained assessor in at least three TADAT assessments is required.
  • Experience working with public-sector institutions, international organizations, or capacity-development programs is essential.
  • Strong analytical, oral, and written communication skills, with a high level of proficiency in English.
  • Familiarity with AI-driven enhancements and data management is highly desirable.

Educational Background:
The educational background required for the Technical Assistance Advisor position includes an advanced university degree or equivalent in a field related to taxation, such as economics, accounting, law, or business administration. This educational foundation is essential to understand the complexities of tax administration and to effectively contribute to the TADAT initiative.

Experience:
The position requires at least 4 years of professional working experience in tax administration or with a revenue authority. Candidates with 5 or more years of experience will be prioritized, particularly those who have the qualifications to become a TADAT assessor. Experience in delivering technical assistance to tax administrations in other countries is also crucial, as is familiarity with public-sector institutions and international organizations.

Languages:
Proficiency in written and spoken English is mandatory for this position. Additionally, proficiency in other languages such as Spanish, French, Portuguese, Russian, or Arabic would be considered an advantage, enhancing the advisor's ability to engage with a diverse range of stakeholders and contribute to the TADAT initiative effectively.
