Job Overview: The Risk and Compliance Manager will serve as a consultative member of the Country Management Group (CMG) and lead the risk and compliance function within the Country Office (CO). This role is crucial for managing risks effectively and promoting a culture of risk management throughout the organization. The manager will ensure compliance with regulations and standards, particularly in high-risk areas, and will address any issues related to the CO's operations, including PSEA (Protection from Sexual Exploitation and Abuse), data protection regulations, and the Code of Conduct. The position requires a strong understanding of the Ukrainian context and the ability to navigate complex regulatory environments. The Risk and Compliance Manager will also be responsible for advising and supporting in-country function leaders in implementing compliance improvement measures and ensuring that all operational procedures align with NRC policies and best practices.
Duties and Responsibilities: The Risk and Compliance Manager will have a comprehensive set of responsibilities, including:
Identifying, assessing, and controlling risks in the CO’s operations to ensure effective risk management.
Maintaining up-to-date risk management and compliance registers, including Standard Operating Procedures (SOPs).
Advising in-country function leaders on compliance improvement measures related to high-risk areas and issues.
Ensuring that SOPs are aligned with NRC policies and coherent with other SOPs across the organization.
Establishing mechanisms for reporting and responding to complaints regarding staff behavior, ensuring compliance with NRC requirements.
Providing training and support to CO staff on risk management, compliance, anti-corruption, data protection, and legal matters.
Contributing to the development of NRC’s Risk Management framework by documenting lessons learned and best practices.
Managing staff and resources within the Risk and Compliance function at the CO.
Required Qualifications: Candidates must possess a minimum of 5 years of experience in compliance, auditing, or risk management functions, preferably in a managerial capacity. Strong technical expertise in risk and compliance management is essential, along with knowledge of international regulatory contexts applicable to international non-governmental organizations (INGOs). Familiarity with safeguarding, accountability to affected populations, and Code of Conduct-related matters is highly desirable. Candidates should also demonstrate strong interpersonal and communication skills, as well as a deep understanding of the Ukrainian context and regulatory procedures.
Educational Background: A relevant educational background is required, typically including a degree in law, business administration, international relations, or a related field. Advanced degrees or certifications in risk management, compliance, or auditing will be considered an asset.
Experience: The position requires significant experience, specifically a minimum of 5 years in a managerial role within compliance, auditing, or risk management functions. Experience in the humanitarian sector is particularly valuable, as it provides insight into the unique challenges and regulatory environments faced by organizations operating in crisis contexts.
Languages: Fluency in English, both written and verbal, is mandatory for this position. Proficiency in the Ukrainian language is desirable and will be considered an advantage, as it facilitates communication within the local context and enhances the effectiveness of the role.
Additional Notes: The position is based in Kyiv, Ukraine, and offers a full-time contract for 12 months, with the possibility of extension based on funding and performance. The role involves approximately 30% travel. The salary is classified as Grade 9 on NRC's grading structure.
