Job Overview:
The Financial Control Officer position is situated within the Loan and Grant Disbursement Section of the administration" style="border-bottom: 1px dotted #007bff !important;">Loan Administration Division at ADB. This role is pivotal in managing the financial systems data related to sovereign portfolios, ensuring the effectiveness of fiduciary and internal controls, and compliance with ADB policies and guidelines. The officer will lead a team responsible for the preparation and analysis of disbursement reports, ensuring accuracy and reliability of financial information. The position requires a proactive approach to improving existing reporting frameworks and overseeing disbursement operations and systems support. The officer will also contribute to IT system developments and enhancements, manage client relations, and facilitate knowledge sharing within the team. This role is integral to ADB's mission of promoting sustainable development and alleviating poverty in the Asia-Pacific region.

Duties and Responsibilities:
The Financial Control Officer will be responsible for a variety of tasks including: coordinating and supporting data analysis and preparation of sovereign portfolio and disbursement reports; verifying the accuracy of disbursement-related reports; providing guidance to the team on client requests; initiating improvements to the existing reporting framework; overseeing the Disbursement Operations and Systems Support function; reviewing profile data updates in disbursement systems to ensure compliance with ADB policies; monitoring system issues and taking appropriate actions; contributing to system developments and enhancements; collaborating with other departments on digital transformation projects and special portfolio reports; managing client relations and ensuring timely responses to requests; managing the work of the team and contributing to knowledge sharing; and performing other tasks as assigned in the workplan.

Required Qualifications:
Candidates must possess a Bachelor's degree in accounting, business administration, or finance, and hold a Certified Public Accountant (CPA) designation. Advanced training in relevant fields is preferred. Additionally, candidates should have at least 8 years of experience in technical assistance, grant or loan disbursements, or related work experience in accounting or auditing within financial institutions. A deep understanding of administrative and disbursement procedures, particularly in multinational organizations, is essential, along with a working knowledge of international banking transactions and financial systems. Proficiency in ADB standard software and similar programs used by multilateral development banks is required. Candidates should also demonstrate experience in collaborating within cross-cultural and diverse teams, showcasing their ability to work constructively as active team participants.

Educational Background:
The educational background required for this position includes a Bachelor's degree in accounting, business administration, or finance. A Certified Public Accountant (CPA) designation is mandatory, and candidates with advanced training in relevant fields will be preferred. This educational foundation is crucial for understanding the complexities of financial control and disbursement processes within a multilateral development bank.

Experience:
The position requires a minimum of 8 years of relevant experience in technical assistance, grant or loan disbursements, or related work experience in accounting or auditing within financial institutions. Additional Notes:
This appointment is open to both internal and external applicants and is a fixed-term position for an initial period of 3 years. At the end of this period, the appointment may be extended for up to 2 additional years, converted to a regular appointment, or ended based on ADB's needs and the employee's performance.
