Job Overview:
The Technical Specialist for Inclusive Growth will play a crucial role in the UN Joint Programme 'Empowered Women, Prosperous Nepal' (EWPN), which is funded by the European Union and implemented by various UN agencies including ILO, UNICEF, UNFPA, and UN Women. This position is pivotal in addressing gender inequality in Nepal through a comprehensive approach that tackles both formal and informal barriers faced by women and girls. The specialist will oversee the day-to-day management of the programme, ensuring that objectives are met within the specified timeframe and budget while adhering to ILO's operational procedures. The role requires collaboration with various stakeholders to maximize the programme's impact and promote gender equality in economic and social rights. The incumbent will be responsible for monitoring, reporting, and evaluating the programme's effectiveness, as well as supervising national staff and coordinating with other ILO interventions in the country.

Duties and Responsibilities:
The Technical Specialist will ensure effective implementation of the programme through meticulous planning, monitoring, and evaluation of activities. Key responsibilities include:
  • Planning and tracking the programme's budget and funds efficiently.
  • Managing human resources, including recruitment and performance evaluations.
  • Preparing regular reports on programme progress, highlighting achievements and challenges.
  • Conducting regular reviews and field visits to monitor implementation and design corrective actions as necessary.
  • Providing technical support to government agencies and stakeholders in collaboration with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director.
  • Representing ILO in relevant meetings and events to promote the organization's mandate.
  • Building and maintaining relationships with partners, including government bodies, NGOs, and donors.
  • Promoting ILO principles and policies related to gender equality and non-discrimination.

  • Performing any other duties as assigned by the Country Director.

Required Qualifications:
Candidates must possess an advanced university degree (master’s or equivalent) in public policies, economics, business management, marketing, social sciences, or a related field. Alternatively, a first-level university degree (bachelor’s or equivalent) combined with nine years of relevant experience may be accepted in lieu of an advanced degree. The position requires a strong understanding of development cooperation projects, particularly in the context of women's economic empowerment and gender equality.

Educational Background:
An advanced university degree (master’s or equivalent) in relevant fields such as public policies, economics, business management, marketing, or social sciences is required. A first-level university degree (bachelor’s or equivalent) with extensive experience may be considered as an alternative qualification.

Experience:
Candidates should have at least seven years of experience in managing development cooperation projects, ideally at the international level and in leadership roles. Experience in women’s economic empowerment, gender equality in the workplace, and private sector development is preferred. Familiarity with the Nepali context and experience in implementing UN joint projects will be advantageous.

Languages:
Excellent command of English is mandatory. Working knowledge of Nepali or other local languages would be considered an asset, enhancing communication and collaboration with local stakeholders.
