Job Overview:
The Programme Consultant will play a crucial role in the effective management of UN Women programmes in Uganda, specifically focusing on the elimination of violence against women and girls (EVAWG). Reporting to the Team Leader in Charge of the EVAWG Team, the Consultant will provide substantive inputs to the design, formulation, implementation, and evaluation of programmes. The role involves guiding and facilitating the delivery of UN Women programmes, monitoring results achieved during implementation, and ensuring the appropriate application of systems and procedures. The Consultant will work closely with various stakeholders, including government officials, donors, and civil society, to ensure successful programme implementation. The position requires a strong understanding of EVAW issues and the ability to navigate complex institutional frameworks to drive results.

Duties and Responsibilities:
The Consultant will be responsible for contributing technically to the development of programme strategies in the area of EVAW, providing substantive inputs to the design and formulation of programme/project proposals, and identifying areas for support and intervention. Key responsibilities include leading the implementation of assigned programme activities, reviewing and coordinating the submission of financial and narrative reports from implementing partners, and supporting adaptive programme management by identifying bottlenecks and proposing corrective actions. The Consultant will also oversee the coordination and implementation of the Spotlight Initiative 2.0 in Uganda, ensuring coherence and alignment across interventions. Engagement with key stakeholders, providing technical assistance and capacity development, monitoring progress, and drafting reports on programme results are also essential duties. Additionally, the Consultant will support resource mobilization efforts and inter-agency coordination on EVAW, contributing to advocacy and knowledge building efforts related to EVAW in Uganda.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an added advantage. The role requires at least 5 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience in social norms transformation and supporting UN joint programmes or multi-agency initiatives is essential, particularly in Uganda or similar contexts. Proven experience with the EU-UN Spotlight Initiative and working within the UN System is also required.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. Candidates with a first-level university degree and additional qualifying experience may also be considered. A project/programme management certification would enhance a candidate's profile.

Experience:
The position requires a minimum of 5 years of progressively responsible experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Candidates should have experience in social norms transformation and demonstrated experience supporting UN joint programmes or multi-agency initiatives, preferably in Uganda or similar contexts. Proven experience with the EU-UN Spotlight Initiative is essential, along with experience coordinating with government agencies and donors.

Languages:
Fluency in English is mandatory for this position. Knowledge of any other UN official language is considered an asset, enhancing the candidate's qualifications for the role.

This is an office-based consultancy position, and any travel-related costs will be covered separately by the unit.
