Job Overview: The Programme Analyst position at UN Women in Bolivia is crucial for supporting the effective management and implementation of programs aimed at eradicating gender-based violence and promoting women's participation in governance and decision-making. The role involves coordinating design" style="border-bottom: 1px dotted #007bff !important;">program design, formulation, implementation, monitoring, and evaluation activities across the EVAW and PPG portfolios. The Analyst will work closely with various stakeholders, including government officials, civil society organizations, and UN Women HQ personnel, to ensure successful program implementation. The position requires a professional with extensive knowledge and experience in gender violence eradication programs and the ability to innovate based on past initiatives. The Analyst will report to the Programme Management Specialist and supervise a team of three support personnel, ensuring quality deliverables and effective communication with partners.
Duties and Responsibilities:
Coordinate the development and implementation of program strategies across EVAW and PPG portfolios, applying professional judgment to prioritize activities and resolve challenges.
Support coordination with national partners and stakeholders, organizing meetings and consultations to ensure productive dialogue and follow-up on commitments.
Provide technical support for monitoring, reporting, and result-based management, analyzing program performance data and preparing reports on progress and challenges.
Manage the financial resources of the EVAW and PPG portfolios, including budgeting, expenditure tracking, and supervising personnel.
Advocate for knowledge building and management, documenting program implementation processes and coordinating major advocacy campaigns.
Perform other duties as necessary for the efficient functioning of the office and organization.
Required Qualifications: Candidates must possess a Master's degree or equivalent in public administration, law, human rights, gender equality, management, social sciences, or related fields. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is an added advantage. Candidates should have solid program formulation, implementation, monitoring, and evaluation skills, as well as good budget and finance management skills. Knowledge of Results-Based Management and the ability to apply established frameworks is essential.
Educational Background: The educational requirement for this position is a Master's degree or equivalent in relevant fields such as public administration, law, human rights, gender equality, management, or social sciences. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A project/programme management certification is considered an asset.
Experience: Candidates should have at least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component program interventions, preferably related to the thematic area of gender equality and women's empowerment. Experience in coordinating, implementing, monitoring, and evaluating development programs and projects is desirable. Additionally, experience supervising and guiding staff in development settings is required, along with experience working with government institutions, civil society organizations, and development partners in Bolivia or Latin America.
Languages: Fluency in English and Spanish is required for this position. Knowledge of another official UN language (French, Arabic, Chinese, Russian, or Spanish) is desirable. Additionally, knowledge of one of the indigenous languages in Bolivia is considered an asset.
