Job Overview: The Capacity Development Consultant will work under the guidance of the UNICEF WASH Specialist to support government partners, local government units (LGUs), and stakeholders in enhancing water and sanitation services. The consultant's primary responsibilities include developing a Capacity Development Framework, designing a Capacity Assessment Tool, and providing technical support for the Kwentong Tagumpay conference. The role aims to address policy development, increase access to safely managed WASH services, and support regional governments during humanitarian responses. The consultant will engage in various tasks, including stakeholder mapping, drafting frameworks, and facilitating workshops, all aimed at strengthening inter-LGU collaboration and improving service delivery in the water and sanitation sector.
Duties and Responsibilities:
Draft the WASH Capacity Development Framework and assessment tools.
Provide technical support in the documentation and conduct of the Kwentong Tagumpay conference.
Prepare an inception report, including a detailed work plan and stakeholder mapping.
Develop a Capacity Development Framework structured around organizational, institutional, and individual levels.
Create a Local WASH Capacity Assessment Tool to evaluate existing capacities using quantitative and qualitative indicators.
Draft terms of reference for hiring a consulting firm to implement the framework and conduct local WASH capacity assessments.
Organize a stakeholder validation workshop and pre-test the capacity assessment tool.
Finalize the Capacity Development Framework, Capacity Assessment Tool, and terms of reference based on stakeholder feedback.
Compile a final report documenting the entire process, including lessons learned and recommendations. 1
Draft a WASH Capacity Development Strategy aligned with sector goals and SDGs, incorporating inputs from stakeholder workshops. 1
Review conference documentation and moderate the KT2026 conference, synthesizing key takeaways and insights.
Required Qualifications: Candidates must possess an advanced degree in public administration, development studies, environmental management, community development, or any health or social science-related field. They should have at least 10 years of progressively responsible professional experience in local governance and capacity development programs. Knowledge of the Philippines' governance structure, particularly regarding water and sanitation policies, is advantageous. Experience as a conference moderator or plenary session facilitator is also required. Strong technical and analytical skills related to WASH, climate change, and sustainable development are essential, along with excellent communication and facilitation skills.
Educational Background: An advanced degree in relevant fields such as public administration, development studies, environmental management, community development, or health/social sciences is required for this position. This educational background is crucial for understanding the complexities of governance and capacity development in the context of water and sanitation services.
Experience: Candidates should have a minimum of 10 years of progressively responsible professional experience, demonstrating a track record in local governance and capacity development programs. This experience should include knowledge of the Philippines' governance structure and its implementation of water and sanitation policies, as well as experience in facilitating conferences and workshops.
Languages: Fluency in English (both verbal and written) and Filipino is mandatory for this position. Knowledge of additional languages may be considered an asset, particularly in enhancing communication with diverse stakeholders.
