Job Overview:
The Programme Associate position is situated within the Bureau of Administration and Services (ADB) at ICAO, specifically in the Human Resources division. The role is pivotal in supporting the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director of Human Resources (DD/HR) in the planning and implementation of HR program/project initiatives. The incumbent is expected to work independently on various assignments, providing administrative and operational support to ensure the effective execution of HR-related activities. This includes coordinating HR program initiatives, managing data and documentation, and facilitating communication between various organizational units. The Programme Associate will also assist in monitoring the progress of HR projects, ensuring timely action on deliverables, and maintaining accurate records and reports to support decision-making processes.

Duties and Responsibilities:
The Programme Associate will be responsible for a range of duties, including:
  • Planning, implementing, and monitoring HR program/project initiatives, contributing to the coordination of activities such as the ICAO People Strategy.
  • Reviewing HR work program deliverables and supporting the DD/HR in tracking urgent tasks and escalating issues as necessary.
  • Researching, compiling, and analyzing HR-related data to facilitate program delivery and decision-making.
  • Assisting in the coordination of resource and budget requirements for HR activities, ensuring compliance with ICAO rules.
  • Managing administrative arrangements for meetings, seminars, and workshops, and advising HR staff on administrative procedures.
  • Maintaining and updating HR-related documentation and databases, and generating reports to facilitate project reviews.
  • Supporting the DD/HR in managing appointments and correspondence, ensuring timely responses to sensitive matters.
  • Performing other related duties as assigned, which may include travel and administrative arrangements.

Required Qualifications:
Candidates must possess a Diploma of College studies, with additional training in human resources, business administration, or a related field. Certification in human resources or business administration is desirable. Essential qualifications include a minimum of six years of experience in human resources, administration, or management, with proven experience in using modern information and communication technology tools for data management. Candidates should also have experience in preparing reports, working papers, and presentations, as well as handling sensitive and confidential matters with diplomacy and tact. Desirable qualifications include work experience within an international organization or government.

Educational Background:
The educational background required for this position includes a Diploma of College studies, complemented by additional training in human resources, business administration, or a related field. Certification in these areas is considered an asset and enhances the candidate's qualifications for the role.

Experience:
The position requires a minimum of six years of professional experience in human resources, administration, management, or a related field. Candidates should demonstrate a strong background in utilizing modern information and communication technology tools for data processing and management, as well as experience in preparing various types of documentation, including reports and presentations. Experience in supporting administrative services and managing sensitive matters is also essential.

Languages:
Fluency in English, including reading, writing, and speaking abilities, is mandatory for this position. A working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and may enhance the candidate's profile.

Additional Notes:
This position is locally recruited and is restricted to Canadian citizens, permanent residents of Canada, and applicants with a valid work permit. The contract is fixed-term for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in accordance with the standards of conduct for international civil servants. The organization offers an attractive benefits package in line with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 65 years. The net base salary for this position is CAD 55,741 per annum.
