Job Overview:
The MEAL Manager will oversee and manage the Monitoring, Evaluation, Accountability, and Learning (MEAL) systems for the Haiti RFSA (Ayiti pi Djanm) programming. This role is crucial in ensuring that effective MEAL systems and processes are established to support high-quality programming that aligns with Catholic Relief Services’ mission. The manager will be responsible for providing technical oversight throughout the project cycle, ensuring that all phases from design to close-out adhere to CRS quality principles, donor guidelines, and industry best practices. The position requires a strong focus on program learning, data management, and the integration of innovative practices to enhance program quality and impact. The MEAL Manager will also facilitate connections among consortium members to promote evidence-based learning and ensure accountability systems are effectively implemented across the project.

Duties and Responsibilities:
The MEAL Manager will be responsible for a wide range of duties including: managing and providing technical oversight for MEAL throughout the RFSA project cycle; ensuring project design, implementation, and close-out align with CRS quality standards; managing the MEAL team and fostering staff development; promoting program learning and disseminating best practices; overseeing the development and implementation of MEAL systems, including ICT4MEAL; ensuring the analysis and use of project performance data; facilitating evaluation events and research; managing external evaluators; providing technical assistance and capacity strengthening for staff and partners; leading knowledge management initiatives; ensuring effective accountability systems; overseeing project expenditures; and strengthening partnerships relevant to MEAL.

Required Qualifications:
Candidates must possess a Bachelor’s Degree in International Development, International Relations, or a related field in Monitoring, Evaluation, and Learning. Additional experience may substitute for some educational requirements. A minimum of 8 years of relevant field-based project management experience is required, with at least 3 years specifically in MEAL. Experience managing MEAL for complex projects is essential. Preferred qualifications include a Master’s Degree and experience in an international NGO setting.

Educational Background:
The educational background required for this position includes a Bachelor’s Degree in fields such as International Development, International Relations, or Monitoring, Evaluation, and Learning. A Master’s Degree is preferred and may enhance a candidate's qualifications.

Experience:
The position requires a minimum of 8 years of relevant project management experience, with at least 3 years specifically focused on Monitoring, Evaluation, Accountability, and Learning (MEAL). Candidates should have experience managing MEAL for complex projects, demonstrating a strong understanding of the associated challenges and best practices.

Languages:
Fluency in English and French is required for this position. Proficiency in these languages is essential for effective communication and collaboration within the team and with external stakeholders.

Additional Notes:
This position is contingent on funding confirmation and donor approval of the identified candidate. The role involves direct supervision of MEAL staff including the MEAL Officer, Data Analyst, Sr ICT4D Officer, and Accountability Officer. The successful candidate must be willing to travel domestically up to 30-50% of the time, with occasional international travel.
