Job Overview:
The position of Consultant on Gender Specialist is focused on facilitating the UNCT-SWAP Gender Equality Scorecard, which is a critical tool for assessing the effectiveness of the UN Country Team (UNCT) in mainstreaming gender equality and promoting women's empowerment. The consultant will be responsible for drafting a narrative report that summarizes the findings of the gender scorecard assessment, preparing an action plan based on identified follow-up actions, and presenting these findings to the UNCT for feedback and endorsement. This role requires a deep understanding of gender issues within the context of UN operations and the ability to engage with various stakeholders to foster dialogue and collaboration. The consultant will also be expected to provide recommendations for improvements and identify relevant reporting milestones for the annual performance review of the UNCT.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including:
  • Drafting the UNCT-SWAP narrative report, which will include a methodology chapter and a summary of constraints faced during the assessment process.
  • Preparing an action plan based on the assessment's follow-up action points.
  • Presenting the draft report and action plan to the UNCT for feedback and endorsement.
  • Conducting a background document review to inform the assessment process, including reviewing existing UNCT-SWAP reports, national gender plans, and relevant UN documents.
  • Assisting the Technical Team in identifying areas of compliance with UNSDG minimum requirements for gender mainstreaming.
  • Facilitating discussions among UNCT members to evaluate current support for gender equality and identify areas for improvement.
  • Collecting and analyzing gender data to support the assessment process.
  • Conducting working sessions with key stakeholders to discuss performance ratings and proposed actions.
  • Completing the rating matrix based on stakeholder discussions and facilitating debrief sessions with UNCT Heads of Agencies.

Required Qualifications:
Candidates must possess a Master's degree in social and political sciences, human rights, gender equality, or a related field. A minimum of 10 years of professional experience in gender mainstreaming within development programs at both national and international levels is required. Additionally, candidates should have at least 3 years of experience in results-based management, review, or evaluation. Experience in gender data collection and analysis, including conducting interviews, surveys, and focus groups, is essential. Previous experience with the Gender Equality Scorecard and related reporting tools is also required, along with experience in providing gender training for staff of development agencies. Proficiency in computer skills and MS Office is necessary.

Educational Background:
A Master's degree in social and political sciences, human rights, gender equality, or a related area is required for this position. Candidates must submit a copy of their educational degree as part of their application, as incomplete applications will not be considered.

Experience:

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of Arabic is considered desirable. Fluency is defined as a rating of 'fluent' in all four areas: speaking, reading, writing, and understanding, while knowledge is defined as a rating of 'confident' in at least two of the four areas.
