Job Overview:
The Consultant will contribute to a significant research study focusing on maritime migration and security" style="border-bottom: 1px dotted #007bff !important;">security dynamics in the Red Sea region. This role involves analyzing the interconnected factors influencing migration patterns, including geopolitical tensions, economic disparities, and conflicts. The Consultant will be responsible for developing a comprehensive research methodology, conducting thorough analyses, and producing actionable insights that will inform policymakers and stakeholders. The study aims to provide a detailed understanding of the socio-economic impacts of migration on coastal communities and evaluate the effectiveness of current border management strategies. The Consultant will work closely with the Arab Centre for Technical Cooperation on Migration and Border Management, ensuring that the research aligns with the objectives of enhancing regional cooperation and capacity in migration management.

Duties and Responsibilities:
  • Develop a clear study workplan and methodology for the research project.
  • Conduct a thorough analysis of the primary drivers and trends of maritime migration flows in the Red Sea region.
  • Map and assess the operations of smuggling and trafficking networks influencing irregular migration.
  • Evaluate the impact of regional geopolitical tensions, economic disparities, and ongoing conflicts on migration patterns and security.
  • Examine the socio-economic consequences of migration and trade on coastal communities, port cities, and transit countries along the Red Sea.
  • Review and assess the effectiveness of current border management strategies and humanitarian policies implemented by states in the region.
  • Provide evidence-based recommendations and actionable insights for policymakers, security agencies, and international organizations.
  • Collaborate effectively with the research team and maintain clear communication regarding progress and any adjustments needed.
  • Deliver a well-structured research report, including an executive summary and concrete recommendations for policymakers and practitioners.

Required Qualifications:
  • A Master’s degree in a relevant field such as migration studies, international relations, law, political science, sociology, or another social science.
  • Alternatively, a Bachelor’s degree combined with at least 6 years of relevant working experience in conducting research on migration-related topics.
  • Extensive knowledge and expertise in migration, particularly within the Middle East and North Africa region.
  • Proven technical expertise in migration, maritime security, or regional dynamics related to the Red Sea.
  • Previous experience conducting comparative research on policy, including law enforcement, national security, or defense authorities.
  • Demonstrated experience in conducting research studies on thematic areas relevant to this study.

Educational Background:
Candidates must possess a Master’s degree in a relevant field such as migration studies, international relations, law, political science, sociology, or another social science. Alternatively, a Bachelor’s degree with significant relevant experience (6 years) in research related to migration is acceptable. This educational background is essential to ensure that the Consultant has the necessary theoretical and practical knowledge to conduct the research effectively.

Experience:
The position requires a significant level of experience, specifically a Master’s degree or a Bachelor’s degree with at least 6 years of relevant working experience. Candidates should have extensive knowledge of migration issues, particularly in the Middle East and North Africa region, and proven experience in conducting research studies on related topics. Previous work in comparative research on policy, law enforcement, national security, or defense authorities is highly desirable.

Languages:
Fluency in English is mandatory, and proficiency in Arabic is considered an advantage. The selection process will specifically evaluate language proficiency, which may include written and/or oral assessments. IOM's official languages also include French and Spanish, but English and Arabic are the primary languages for this position.

Additional Notes:
The consultancy will be home-based, and no travel is required. The deliverables include an initial preparatory package, a first draft of the complete research report, and a final report ready for translation and publication. The contract will be subject to funding confirmation, and candidates must be medically fit for appointment. IOM provides coverage against occupational accidents and illnesses but does not offer evacuation or medical insurance for non-occupational issues. Candidates are responsible for their own medical insurance and must provide proof before commencing work.
