Job Overview:
The Extended Term Consultant (ETC) position at the World Bank focuses on supporting the Adaptation Fund's work in portfolio management, results, and evaluation. The consultant will be integral in ensuring the timely and quality management of the Fund's projects and programs, adhering to operational policies and guidelines. The role involves reviewing funding proposals for compliance with the Fund's strategic results framework and assisting in evaluations and management responses. The consultant will report to the Lead for Results Based Management and Knowledge Management, contributing to the Fund's mission of aiding vulnerable countries and communities in adapting to climate change challenges. This position requires a proactive approach to managing the Fund's portfolio and engaging with various stakeholders to ensure effective implementation of climate adaptation strategies.

Duties and Responsibilities:
The successful candidate will be responsible for a range of duties including: supporting the technical review of project and program performance reports submitted by Implementing Entities (IEs); participating in portfolio development and operationalizing the Fund's medium-term strategy; ensuring compliance with the Fund's policies during project reviews; providing cross-functional support to the Programming team; assisting in evaluation-related activities; analyzing compliance with Environmental and Social Policy; managing complaints regarding non-compliance; representing the Fund in various forums; preparing Board documents and strategy materials; and supporting the Secretariat in operational guidelines and tools preparation. The role demands a comprehensive understanding of climate change adaptation and the ability to engage effectively with diverse stakeholders.

Required Qualifications:
Candidates must possess a master's degree in relevant fields such as environmental or social sciences, engineering, environmental policy, or social development, along with at least five years of relevant experience. They should demonstrate expertise in environmental and social management systems, safeguards policy, and due diligence. Proven experience in designing, implementing, monitoring, and evaluating adaptation projects in developing countries is essential, with a strong grasp of qualitative and quantitative monitoring, evaluation, and learning (MEL) methods. The ability to manage relationships with a wide range of stakeholders, including governments and NGOs, is also crucial.

Educational Background:
A master's degree in environmental or social sciences, engineering, environmental policy and economics, social development, or a related field is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to address the complexities of climate change adaptation and project management.

Experience:
The position requires a minimum of five years of relevant experience in environmental and social management, particularly in the context of climate change adaptation projects. Candidates should have a proven track record in implementing and monitoring projects in developing countries, demonstrating their ability to navigate the challenges associated with climate change impacts and stakeholder engagement.

Languages:
Fluency in English is mandatory for this position. Additionally, proficiency in French and Spanish is preferred, as these languages can enhance communication with a broader range of stakeholders and partners involved in climate adaptation efforts.
