Job Overview: The consultancy aims to enhance WHO's media and communications strategies for road safety under the BIGRS initiative. The consultant will be responsible for generating high-level strategic, analytical, and technical outputs that can be utilized across different countries to foster policy dialogue, media engagement, and stakeholder alignment. The role involves producing frameworks, methodologies, and synthesis products that will strengthen WHO's influence on road safety policy environments and elevate the visibility of its contributions at national, regional, and global levels. The consultant will engage in expert analysis and design to expand WHO's capacity in these areas, particularly in the context of supporting Viet Nam in legislative changes for road safety.
Duties and Responsibilities:
Develop a strategic communications architecture for road safety initiatives in Viet Nam, including priority narratives, target audiences, messaging frameworks, and stakeholder engagement approaches.
Create externally facing communication templates and structured formats for periodic stakeholder updates.
Establish a comprehensive media engagement framework for the BIGRS initiative through consultations with WHO and external partners.
Conduct situational analyses of existing media engagement approaches and identify strategic opportunities for policy influence.
Design a complete training package for journalists on road safety reporting, including curricula, agendas, and facilitator guidance.
Develop a results and learning assessment methodology for media engagement under the BIGRS initiative, including indicators and qualitative assessment protocols.
Create a national stakeholder engagement model for road safety policy dialogue based on multiple country contexts.
Produce analytical and communications products that synthesize outcomes from the BIGRS initiative, including donor-facing reports and key messages for global and country-level communications.
Integrate quantitative and qualitative evidence into an annual analytical synthesis report on WHO's impact within the BIGRS initiative.
Required Qualifications: Essential qualifications include an advanced university degree in International Relations, Communications, or Public Affairs. The consultant must possess over 15 years of experience in managing international cooperation, health, or development projects with diverse partners. Experience in developing and implementing reporting tools and measuring impact is crucial, along with a background in managing multilingual communications across different countries. Desirable qualifications include experience working with UN agencies and managing communities of practice, as well as capacity development activities such as training, teaching, or coaching.
Educational Background: Candidates must hold an advanced university degree in fields related to International Relations, Communications, or Public Affairs. This educational background is essential for understanding the complexities of global health communications and policy advocacy.
Experience: The position requires extensive experience, specifically over 15 years, in managing international cooperation and health development projects. Candidates should have a proven track record in developing and implementing effective reporting tools and measuring the impact of various initiatives. Experience in working across different countries and managing multilingual communications is also essential, as the role involves engaging with diverse stakeholders and media outlets.
Languages: Expert knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly those relevant to the countries involved in the BIGRS initiative, as it would enhance communication and engagement with local stakeholders and media.
Additional Notes: The consultancy is home-based with an expected travel component as part of the Bloomberg Initiative for conducting trainings. The contract duration is 11 months, from February 2026 to January 2027, with a remuneration of USD 12,000 per month.
