Job Overview: The Senior Public Sector Specialist (Taxation) position is situated within the Public Sector Management and Governance Sector Office (PSMG) of the Asian Development Bank. This role is pivotal in providing intellectual leadership in public sector management, governance, and institutional development, particularly focusing on Domestic Resource Mobilization (DRM) and International Tax Cooperation (ITC). The specialist will be responsible for supporting regional operational teams, engaging in policy dialogue, and designing technical assistance programs that enhance governance and institutional capacity in developing member countries (DMCs). The position requires collaboration with various stakeholders, including development partners, to drive ADB's initiatives in DRM and ITC, ensuring alignment with ADB's strategic agenda. The specialist will also contribute to knowledge products and operational planning, enhancing ADB's technical leadership in the region.
Duties and Responsibilities: The Senior Public Sector Specialist (Taxation) will undertake a variety of responsibilities, including:
Actively supporting the PSMG and APTH team to foster effective internal networks for knowledge sharing and coordination on DRM and ITC.
Collaborating with colleagues to align initiatives with emerging areas such as digitalization and integrating DRM and ITC into operations.
Designing and implementing regional technical assistance projects focused on tax policy and administration, including assessments and initiatives related to international tax standards.
Maintaining partnerships with development partners like the IMF, OECD, and World Bank to enhance knowledge sharing and best practices.
Contributing to the development of databases and resources on international tax standards and disseminating knowledge products through various channels.
Leading the preparation and organization of knowledge dissemination activities, including newsletters, presentations, and workshops.
Required Qualifications: Candidates for the Senior Public Sector Specialist (Taxation) position must possess a Master's Degree or equivalent in taxation, law" style="border-bottom: 1px dotted #007bff !important;">international law, accounting, economics, or related fields from an accredited institution. Alternatively, a university degree combined with at least 5 years of relevant work experience may be considered in lieu of a Master's degree. Additionally, candidates should have at least 10 years of professional experience in public management, governance, or institutional development, with a focus on domestic resource mobilization and international tax cooperation. Familiarity with domestic and international tax policies in the Asia-Pacific region, along with international experience working in multiple countries, is essential. Candidates should also demonstrate strong leadership skills, experience in project preparation and policy analysis, and excellent communication skills in English.
Educational Background: The educational background required for this position includes a Master's Degree or equivalent in taxation, international law, accounting, economics, or related fields from a duly accredited educational institution. In cases where candidates possess a university degree, they must also have at least 5 years of relevant work experience to be considered for the role. Additional Notes: This position is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment based on the organizational needs and the staff member's performance. The role is full-time and requires relocation to Manila, Philippines, with all reasonable relocation expenses covered.
