Job Overview: The Monitoring and Evaluation (M&E) Officer will be instrumental in supporting the implementation of the Strategic Information (SI) system under the EpiC Bangladesh project at the field level. This role encompasses the collection, management, analysis, and reporting of high-quality data to monitor project performance and facilitate data-driven decision-making. The officer will work closely with technical teams, implementing partners, and government counterparts to ensure that SI systems are robust and aligned with project and donor requirements. Responsibilities include training partner staff on performance indicators and data collection, providing technical support, and drafting project designs based on technical leadership direction. The officer will also be responsible for administrative support related to core project operations, ensuring effective communication and budget tracking.
Duties and Responsibilities: Key responsibilities include assisting the SI team in implementing the SI/M&E framework, conducting primary and secondary data collection, and maintaining data collection tools and databases. The officer will support the development of reports, presentations, and documentation, ensuring alignment with PEPFAR requirements and national M&E frameworks. Responsibilities also include conducting quantitative and qualitative data analysis, preparing timely reports and data visualizations, coordinating with government bodies, providing logistical support for training and events, and documenting lessons learned and success stories. The officer will conduct Data Quality Assessments (DQAs), coordinate data entry from field activities, and work collaboratively with program teams to embed M&E into planning and implementation.
Required Qualifications: Candidates must possess a strong understanding of M&E methodologies and tools, including both quantitative and qualitative techniques. Proficiency in data analysis and visualization tools such as Excel, Power BI, and DHIS2 is essential. The role requires strong interpersonal skills and the ability to collaborate with diverse stakeholders. A willingness to travel to field sites as needed is also necessary. The officer should have experience in managing data collection, monitoring, evaluation, and capacity strengthening, preferably within an NGO or government agency context.
Educational Background: A Bachelor’s degree in Public Health, Statistics, Demography, Development Studies, Social Sciences, or a related field is required for this position. This educational background provides the foundational knowledge necessary for effective monitoring and evaluation practices.
Experience: Typically, candidates should have at least 5 years of relevant experience in managing data collection, monitoring, evaluation, and providing technical assistance. This experience should include a strong understanding of M&E methodologies and tools, as well as practical experience in data analysis and visualization.
