Job Overview: The position of national consultant for the review of the Doha Action Programme (DPoA) involves providing critical support to the Government of Djibouti in conducting a national review of the implementation of the DPoA. This review is part of a global mid-term evaluation scheduled for March 2027 in Qatar, aimed at assessing progress, identifying emerging challenges, and defining new commitments and strategic directions for continued implementation. The consultant will be responsible for conducting a structured assessment of national progress towards achieving the 35 priority targets across six action areas of the DPoA. This role requires a deep understanding of the DPoA's objectives and the ability to analyze and synthesize data from national and regional reviews. The consultant will also be expected to highlight key achievements, best practices, and lessons learned while identifying constraints and capacity gaps that hinder progress. Based on this analysis, the consultant will formulate concrete recommendations to accelerate and enhance the implementation of the Programme.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Conducting a comprehensive review of the national implementation of the DPoA, including data collection and analysis of progress towards the 35 priority targets.
Engaging with relevant stakeholders, including government officials, civil society organizations, and other partners, to gather insights and perspectives on the implementation process.
Identifying and documenting best practices, challenges, and lessons learned from the national review process.
Preparing a detailed report that outlines findings, recommendations, and strategic directions for enhancing the implementation of the DPoA.
Presenting the findings and recommendations to key stakeholders, including government representatives and UN agencies, to facilitate discussions on the way forward.
Collaborating with the UN Resident Coordinator's Office and UNDP to ensure alignment with broader development goals and initiatives in Djibouti.
Required Qualifications: Candidates must possess a strong background in development studies, public policy, or a related field. They should have demonstrated experience in conducting evaluations or reviews of development programs, particularly in the context of international frameworks such as the DPoA. Strong analytical skills, including the ability to interpret complex data and synthesize findings into actionable recommendations, are essential. Additionally, candidates should have excellent communication skills, both written and verbal, to effectively engage with stakeholders and present findings.
Educational Background: A master's degree in development studies, public policy, international relations, or a related field is required for this position. Candidates with a PhD or equivalent experience in relevant areas will be given preference. A strong academic background that includes coursework or research related to international development frameworks will be advantageous.
Experience: The ideal candidate should have at least 5 years of professional experience in development consulting, program evaluation, or related fields. Experience working with UN agencies or other international organizations is highly desirable. Familiarity with the Doha Action Programme and its objectives will be considered a significant asset. The candidate should also have a proven track record of successfully managing similar projects and delivering high-quality reports within set deadlines.
Languages: Fluency in French is mandatory, as the primary language of communication for this position will be French. Proficiency in English is also highly desirable, as it may be necessary for engaging with international stakeholders and accessing relevant documentation. Knowledge of other local languages spoken in Djibouti would be an added advantage.
Additional Notes: This position is a consultancy role under the UNDP, and the contract duration will be determined based on the project timeline and deliverables. The consultant is expected to work full-time during the review process, with flexibility in working hours as needed to accommodate stakeholder engagements. Compensation will be competitive and commensurate with experience and qualifications.
