Job Overview: The Advocacy Focal Point will work under the supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and will be responsible for acting as the primary advocate for the mission. This role involves providing direct support to the mission, developing strategic engagements, and formulating recommendations. The position requires collaboration with program and support teams, as well as local partners, to enhance their advocacy capabilities. The successful candidate will develop and implement an advocacy strategy for ACF in Afghanistan, ensuring alignment with both global and mission-specific strategies. Additionally, the role includes the execution of external communication initiatives that relate to ACF's mission, aimed at influencing external stakeholders effectively. The starting date for this position is set for April 1, 2026.
Duties and Responsibilities: The duties and responsibilities of the Advocacy Focal Point include:
Acting as the advocacy focal point for the mission, providing direct support and developing strategic engagements.
Collaborating with program and support teams, as well as local partners, to build their capacity in advocacy.
Ensuring that programmatic data and analysis are available for advocacy and communications objectives.
Developing and implementing the ACF advocacy strategy for Afghanistan, in line with global and mission strategies.
Carrying out external communication initiatives that align with ACF's mission and advocacy strategies.
Engaging with external stakeholders to influence policy and practice related to humanitarian aid.
Analyzing and synthesizing complex issues into strategic insights for advocacy purposes.
Representing ACF at high-level meetings and negotiations.
Required Qualifications: Candidates must hold a Master's degree in International Relations, International law" style="border-bottom: 1px dotted #007bff !important;">Humanitarian Law, Social Sciences, Politics, Development Studies, or a related field. Proven experience in humanitarian advocacy is essential, including high-level representation, negotiation, and influencing aid policies. Experience in insecure or volatile environments is highly desirable. Candidates should demonstrate a strong ability to analyze and synthesize complex issues into strategic insights, along with experience in humanitarian or development aid and project management. A solid understanding of International Humanitarian Law (IHL), humanitarian principles, and the broader humanitarian system is required, along with demonstrated strategic and critical thinking skills. Excellent command of advocacy tools and processes, as well as strong diplomatic, negotiation, and communication skills, are also necessary.
Educational Background: The educational background required for this position includes a Master's degree in fields such as International Relations, International Humanitarian Law, Social Sciences, Politics, Development Studies, or a related discipline. This advanced education is crucial for understanding the complexities of humanitarian advocacy and the legal frameworks governing humanitarian action.
Experience: Candidates should possess proven experience in humanitarian advocacy, which includes high-level representation and negotiation skills. Experience in influencing aid policies is critical, as is the ability to work effectively in insecure or volatile environments. A background in humanitarian or development aid and project management is also highly valued, as it contributes to the candidate's ability to navigate the challenges of the role.
Languages: Fluency in professional English is mandatory, with advanced writing abilities being essential for effective communication and advocacy. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly in the context of engaging with local stakeholders and communities.
Additional Notes: The position offers a 6-month contract for national applications, adhering to the internal and national salary conditions of ACF in Afghanistan. For international applications, a fixed-term contract under French legislation is provided, also for 6 months. The monthly gross salary ranges from 2597 to 2968 euros, depending on experience, and includes a 13th-month payment. Non-French citizens will receive a reimbursement of pension insurance at 16% of the gross monthly salary. An annual salary increase of 6% is applicable after each 12 months of continuous contract. Additional benefits include a monthly per diem and living allowance of 681 euros net, a country allowance of 450 euros, and a cold allowance for winter equipment purchases up to 380 euros per person per year. Child allowance is available at 1500 euros per year per child present in the country of origin, with a maximum of 6000 euros per year. Transportation and accommodation costs are covered, and ACF provides 100% medical coverage for health and repatriation insurance, including for dependents. The position also includes 25 days of paid leave per year, 20 rest and recuperation (RnR) days, and airfare reimbursement for RnR periods.
