Job Overview:
The Assistant Programme Management Officer will play a crucial role in supporting the ASYCUDA Programme's objectives by conducting research and analysis related to customs administration. This position requires the incumbent to gather and interpret statistical data from various sources, providing substantive support for policy coordination and evaluation functions. The role involves assisting in consulting assignments, facilitating workshops, and developing action plans for clients to manage changes effectively. The officer will contribute to the preparation of written outputs, including reports and analytical notes, and provide administrative support for meetings and conferences. Additionally, the incumbent will engage in outreach activities, develop training workshops, and participate in field missions to collect data and provide support. The position also involves coordinating budget-related activities and preparing necessary documents and reports.

Duties and Responsibilities:
The duties and responsibilities of the Assistant Programme Management Officer include: conducting basic research on customs administration; analyzing and presenting statistical data; supporting policy coordination and evaluation functions; assisting in consulting assignments and facilitating workshops; preparing various written outputs such as reports and background papers; providing administrative support for meetings and conferences; undertaking outreach activities and developing training workshops; participating in field missions; coordinating budget-related activities and preparing relevant documents; and performing other duties as required.

Required Qualifications:
Candidates must possess a strong understanding of customs and international trade digitization theories and concepts. They should demonstrate the ability to identify and analyze issues, develop data collection sources, and conduct independent research. The role requires excellent organizational skills, the ability to manage conflicting priorities, and a commitment to gender equality in the workplace. Professionalism, teamwork, and effective planning and organizing skills are essential for success in this position.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, environmental studies, sustainable development, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of one year of progressively responsible experience in project or programme management, administration, or a related area is required. Candidates should have experience in the digitalization of customs procedures and familiarity with automated customs environments. Additionally, experience in supporting technical cooperation programmes related to customs and international trade digitization within the United Nations or similar organizations is essential.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Knowledge of Dari and Pashto is desirable, also at UN Level II for reading, writing, listening, and speaking.

This position is temporarily available for three months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
