Job Overview:
The consultant will play a crucial role in facilitating the UNCT-SWAP Gender Equality Scorecard, which is designed to assess the effectiveness of the UN Country Team in mainstreaming gender equality and promoting women's empowerment. This position requires the consultant to draft a comprehensive narrative report that includes a methodology chapter, an action plan based on assessment findings, and a presentation of these findings to the UN Country Team (UNCT) for feedback. The consultant will also be responsible for identifying gaps in gender mainstreaming practices and providing recommendations for improvement. The role is expected to last for one month and will involve remote work, allowing for flexibility in conducting assessments and consultations with various stakeholders.

Duties and Responsibilities:
The consultant's primary responsibilities include:
  • Drafting the UNCT-SWAP narrative report, incorporating inputs from the Technical Team and UNCT, and summarizing any constraints faced during the assessment process.
  • Preparing an action plan based on follow-up action points identified through the assessment.
  • Presenting the draft report and action plan to the UNCT for feedback and endorsement.
  • Completing the final draft of the report and action plan based on feedback received.
  • Assisting UNCT entities in identifying areas where they meet or do not meet UNSDG minimum requirements on gender mainstreaming.
  • Stimulating constructive dialogue within the UNCT regarding gender equality support and identifying areas for improvement.
  • Sharing best practices in supporting national priorities for gender equality and women's empowerment.
  • Conducting a thorough review of background documents and facilitating working sessions with key stakeholders to discuss performance ratings and proposed actions.

Required Qualifications:
Candidates must possess a Master's degree in social and political sciences, human rights, gender equality, or a related field. A minimum of 10 years of professional experience in gender mainstreaming within development programs at both national and international levels is required. Additionally, candidates should have at least 3 years of experience in results-based management, review, or evaluation. Experience in gender data collection and analysis, including conducting interviews, surveys, and focus groups, is essential. Previous experience with the Gender Equality Scorecard, narrative reporting, and follow-up matrices is also required, along with experience in providing gender training for staff of development agencies. Proficiency in computer skills, internet communication, and MS Office is mandatory.

Educational Background:
A Master's degree in a relevant field such as social and political sciences, human rights, or gender equality is required. Candidates must submit proof of their educational qualifications as part of their application, as incomplete applications will not be considered.

Experience:
The position requires a minimum of 10 years of professional experience in gender mainstreaming within development programs at both national and international levels. Candidates should also have at least 3 years of experience in results-based management, review, or evaluation, along with experience in gender data collection and analysis.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of Arabic is considered desirable but not mandatory. Fluency is defined as a rating of 'fluent' in all four areas: speaking, reading, writing, and understanding, while knowledge is defined as 'confident' in at least two of these areas.
