Job Overview:
The Campaign Coordination Consultant will play a pivotal role in supporting the delivery of the project titled 'Strengthening Prevention, Identification, and Survivor Empowerment in Cyber-Enabled Scam Trafficking / Trafficking for Forced Criminality into Cyber-Scam Centres.' This position is home-based and classified under consultancy, Category B. The consultant is expected to provide strategic guidance and contribute to the development and implementation of outputs for the Regional Support Office’s (RSO) Transnational Crime and Technology Initiative. The consultant will also be responsible for conceptualizing and delivering briefings, workshops, and related events that respond to trafficking for forced criminality into cyber-scam centres. The consultant's work will be evaluated based on performance indicators set by the Programme Manager or an officer with delegated authority from the RSO, ensuring that the outputs meet the expected requirements.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including but not limited to:
  • Providing strategic guidance and contributions to the development and implementation of outputs for the RSO’s Transnational Crime and Technology Initiative, with a due date of February 202
  • Supporting the conceptualization and delivery of briefings, workshops, and related events for the RSO’s initiative, specifically addressing trafficking for forced criminality into cyber-scam centres, with a due date of June 202
  • Collaborating with various stakeholders, including government agencies, civil society, and private sector actors, to ensure effective coordination and partnership-building.
  • Leading the development of high-quality communication products, such as donor reports, opinion pieces, blogs, and news stories.
  • Engaging in policy development and transnational initiatives related to migration and trafficking, particularly in the context of cyber-scam centres.
  • Monitoring and evaluating the effectiveness of the initiatives and providing feedback for continuous improvement.

Required Qualifications:
Candidates must possess a graduate-level degree or similar relevant credential from an accredited academic institution in fields such as international relations, international development, political science, social work, or related areas. Additionally, candidates should have a minimum of 10 years of relevant professional experience, with at least 5 years specifically managing projects and coordinating across civil society and government stakeholders. A deep understanding of migration routes within and to Asia is essential, along with a proven track record of leading and delivering high-quality communication products. Experience in coordinating transnational initiatives and policy development with various stakeholders is also required, ideally with some experience in the context of cyber-scam centre responses.

Educational Background:
The educational background required for this position includes a graduate-level degree or equivalent qualification from an accredited institution in relevant fields such as international relations, international development, political science, social work, or other related disciplines. This educational foundation is critical for understanding the complexities of migration and trafficking issues, as well as for effectively engaging with various stakeholders in the field.

Experience:
The position requires a minimum of 10 years of relevant professional experience, with at least 5 years specifically focused on managing projects and coordinating efforts across civil society and government stakeholders. Candidates should have extensive experience working within the Asia Pacific region and cross-regionally, primarily with government actors and local civil society networks. A strong understanding of emerging trends and developments related to cyber-scam centre responses is also necessary, along with experience in IOM and/or RSO logistic and procurement processes being preferable.

Languages:

Additional Notes:
The consultancy contract is set to last until 30 June 2026, and the position is home-based, meaning that no relocation assistance or working visa assistance will be provided by IOM. The successful candidate will be responsible for determining their taxation liabilities and pension fund arrangements. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, free of charge, for the duration of the consultancy. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. The appointment is subject to certification of medical fitness, verification of residency, visa, and authorizations by the concerned government, where applicable. IOM maintains a zero-tolerance policy on conduct incompatible with its aims and objectives, including discrimination and harassment.
