Job Overview: The Operations Assistant position is designed for an individual who can effectively combine general administrative duties with basic financial support functions. The incumbent will work under the direct guidance and supervision of the Head of the Finance Unit and the Assistant Resident Representative (ARR) for Operations. The role requires providing high-quality clerical support across various functions, including general administration, travel-related processes, and basic finance functions. The Operations Assistant will ensure accuracy, consistency, and compliance in all assigned tasks while fostering a client-oriented approach in line with UNDP rules and regulations. This position is crucial for maintaining the operational efficiency of the Country Office and supporting the overall mission of UNDP in Turkmenistan.
Duties and Responsibilities:
Provide general administrative assistance, ensuring compliance with UN/UNDP rules and regulations, operational policies, and Quantum procedures. This includes organizing and coordinating events such as conferences and workshops, preparing minutes of meetings, and translating documents as needed.
Support travel-related processes by processing travel authorizations and claims, ensuring adherence to UN travel rules, and maintaining documentation related to travel and protocol activities.
Assist with financial processes by reviewing supporting documents for payments, processing invoices, preparing payment orders, and maintaining proper filing of finance documents.
Participate in knowledge building and sharing by contributing to training and capacity-building activities for project staff.
Perform other administrative tasks as necessary to ensure the efficient functioning of the office.
Required Qualifications: The position requires secondary education as a minimum. A university degree in Business Administration, Public Administration, or a related field is preferred but not mandatory. Candidates should possess relevant experience in administration, finance, or project support services, with a minimum of 5 years of experience for those with a high school diploma or 2 years for those with a bachelor's degree. Proficiency in using computers and office software packages (such as MS Word and Excel) is essential. Experience within the UN system or other international development agencies is considered an asset, along with experience in financial management, travel management, and audit readiness processes.
Educational Background: Candidates must have at least secondary education. A university degree in Business Administration, Public Administration, or a related field will be given due consideration, although it is not a strict requirement for the position.
Experience: The role requires a minimum of 5 years of relevant experience in administration, finance, or project support services for candidates with a high school diploma. For those with a bachelor's degree, a minimum of 2 years of relevant experience is required. Experience in the UN system or other international development agencies is advantageous, as is experience in financial management and travel management.
Languages: Fluency in Russian and Turkmen is mandatory for this position, while a working level of English is desired. This language proficiency is essential for effective communication and collaboration within the organization and with external stakeholders.
