Job Overview: The consultant will play a crucial role in supporting the Solomon Islands Government in conducting a Mid-term Review (MTR) of the Doha Programme of Action (DPoA). This review is part of the country's commitment to its National Development Strategy (NDS2016-2035). The consultant's primary responsibilities will include assessing the progress made in implementing the DPoA, identifying best practices, and highlighting challenges faced during the initial years of implementation. The consultant will also be tasked with preparing national reports that provide a comprehensive assessment of the progress towards the 35 priority targets outlined in the DPoA. This involves analyzing achievements, documenting innovations, and making concrete recommendations to enhance future implementation efforts. The consultant's work will contribute to a global synthesis report that will inform strategic discussions and decision-making processes among Least Developed Countries (LDCs) and their development partners.
Duties and Responsibilities: The consultant will be responsible for two main tasks: 1) Supporting the National Focal Point for DPoA in preparing the National Review Report, which includes conducting a thorough review of national development strategies and relevant policy documents, assessing progress under each DPoA priority area, analyzing trends related to LDC graduation, identifying challenges and capacity constraints, documenting best practices, and formulating evidence-based policy recommendations. 2) Assisting in the National Consultation Workshop by conducting consultations with various stakeholders, collaborating with UN agencies to validate data, and presenting preliminary findings at a national validation workshop. The consultant must ensure that all analyses are inclusive and coherent with national development frameworks and the 2030 Agenda.
Required Qualifications: The ideal candidate must have successfully engaged with multiple government departments and ministries, demonstrating experience in organizing national stakeholder workshops. A progressively responsible background in development policyanalysis, monitoring and evaluation (M&E), or SDG reporting at the national level is essential. The consultant should possess strong analytical skills and the ability to synthesize complex information into actionable recommendations.
Educational Background: A Master's degree in Economics, Statistics, International Relations, Public Policy, or a related field is required for this position. This educational background will provide the necessary theoretical and practical knowledge to effectively analyze development policies and contribute to the MTR of the DPoA.
Experience: Candidates should have a significant level of experience in development policy analysis, monitoring and evaluation, or SDG reporting at the national level. This experience should include working with government entities and engaging with various stakeholders to facilitate consultations and workshops.
Languages: English is the mandatory working language for this assignment, and all communications, consultations, presentations, and deliverables must be prepared in English. Proficiency in Solomon Islands Pijin is considered a strong asset, as it will aid in effective stakeholder engagement and outreach during national consultations and validation workshops.
Additional Notes: The expected duration of the consultancy is 5 weeks, with specific deliverables outlined throughout the contract period. The consultant will be required to submit an Inception Report, draft reports, and a final National Review Report, incorporating feedback from stakeholders.
