Job Overview:
The consultancy aims to strengthen UNICEF’s evidence base and monitoring related to the education of migrant and refugee children in Serbia. The consultant will support systematic data collection, monitor education access and participation, and consolidate information related to capacity-building initiatives. This role is crucial for informing program planning, reporting, and advocacy efforts. The consultant will work under the supervision of the Education Specialist, providing technical support focused on data collection, monitoring, and analytical review of education interventions for migrant and refugee children. The position requires a commitment to improving documentation, analysis, and monitoring of existing interventions, ensuring that the educational needs of these vulnerable populations are met effectively.

Duties and Responsibilities:
  • Provide technical support for data collection and monitoring of education access and participation for migrant and refugee children.
  • Conduct analytical reviews of education interventions and contribute to improved documentation and analysis.
  • Collaborate with the Education Specialist to ensure that data collected informs program planning and advocacy efforts.
  • Engage with stakeholders involved in education for migrant and refugee children to gather insights and feedback.
  • Prepare reports and presentations based on data analysis to communicate findings and recommendations.
  • Ensure compliance with international technical guidelines and standards in Education in Emergencies.
  • Demonstrate flexibility and creativity in planning and problem-solving to address challenges in the field.
  • Work effectively with a diverse team in a sensitive environment, fostering collaboration and inclusivity.

Required Qualifications:
  • A Master's university degree in Education, Pedagogy, Psychology, Sociology, or other fields of Social Studies and Humanities.
  • At least 5 years of experience in supporting the implementation and monitoring of education projects.
  • Proven project management experience, preferably in the education sector.
  • Experience working with refugee and migrant populations, particularly in educational contexts.
  • Knowledge of international technical guidelines and standards in Education in Emergencies.
  • Strong analytical skills and the ability to synthesize complex information into actionable insights.
  • Excellent oral and written communication skills in Serbian and English.

Educational Background:
Candidates must possess a Master's degree in relevant fields such as Education, Pedagogy, Psychology, Sociology, or other Social Studies and Humanities disciplines. This educational background is essential to understand the complexities of education systems and the specific needs of migrant and refugee children.

Experience:
The position requires a minimum of 5 years of relevant work experience, particularly in the implementation and monitoring of education projects. Candidates should have a strong background in project management, ideally within the education sector, and experience working with refugee and migrant populations. Familiarity with non-formal learning programs and the ability to navigate diverse cultural contexts are also important.

Languages:
Fluency in both English and Serbian is mandatory for this position. Candidates should possess excellent oral and written communication skills in these languages to effectively engage with stakeholders and produce necessary documentation. Additional language skills may be considered an asset but are not required.
