Job Overview: The National Consultant will play a crucial role in supporting UN Women in Ukraine by providing expert and technical assistance to the government of Ukraine in developing a comprehensive framework for grouping and interpreting gender data. This position involves harmonizing existing datasets, creating a master dataset with clear taxonomy and metadata, and ensuring that the data can be used for consistent analysis and reporting. The consultant will work closely with various stakeholders, including government institutions and UN Women staff, to ensure that the data aligns with international standards and program priorities. The role requires a strong understanding of gender statistics, data analysis, and the ability to communicate findings effectively to diverse audiences. The consultant will also be responsible for training program staff on the use of the dataset and conducting public sessions to share insights with government representatives.
Duties and Responsibilities: The National Consultant will be responsible for several key tasks, including: conducting an inventory of all available sector-specific gender-related datasets and data sources since 2000, documenting data coverage, formats, disaggregation levels, and quality, identifying gaps and inconsistencies across sources, and matching data sources with corresponding program priorities and reporting requirements. The consultant will develop a hierarchical grouping structure (taxonomy) for sector-specific gender indicators, create an indicator catalogue with metadata, standardize available datasets, harmonize levels of disaggregation, and produce a consolidated master dataset. Additionally, the consultant will prepare sector-specific summary tables and visualizations, develop user documentation and standard operating procedures for dataset maintenance, and conduct training sessions for program staff and public sessions for government representatives.
Required Qualifications: The position requires an advanced (Masters) degree in statistics, data science, gender studies, or a related field. Candidates must have at least 2 years of relevant work experience in statistics, human rights, gender equality, governance, or public administration. Proven experience with gender statistics and SDG indicators, strong data analysis skills, and familiarity with data processing tools such as Excel and Power BI are essential. Experience with UN Women or other UN agencies is considered an asset, as is experience in coordinating meetings and consultations with government authorities. A strong understanding of data ethics and safeguarding is also required, along with proven experience in gender data analysis and harmonization.
Educational Background: Candidates must possess an advanced (Masters) degree in a relevant field such as statistics, data science, gender studies, or a related discipline. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively analyze and interpret gender data in various sectors.
Experience: The National Consultant should have a minimum of 2 years of relevant work experience following the completion of their Master's degree. This experience should be in fields related to statistics, human rights, gender equality, governance, or public administration. Candidates should demonstrate proven experience with gender statistics and SDG indicators, as well as familiarity with international gender frameworks. Experience working with UN Women or other UN agencies will be viewed favorably, particularly if it involves coordination and technical support for meetings and consultations with government authorities.
Languages: Fluency in both verbal and written English and Ukrainian is required for this position. Knowledge of any other UN official language is considered an asset, as it may enhance communication with diverse stakeholders and facilitate collaboration in international contexts.
Additional Notes: This consultancy is based in Kyiv and is a partial office-based role. The position may involve official travel within Ukraine as needed. The consultant will report to the Programme Specialist and will be supported by a Programme Analyst for contract and payment issues. All reports must be submitted in English, while supporting documents can be submitted in Ukrainian.
