Job Overview: The Chief Security Officer (CSO) is a pivotal role within MONUSCO, responsible for overseeing all security operations related to the safety and security of MONUSCO personnel, their dependents, and properties at the duty station. The CSO reports to the Principal Security Adviser (PSA) and is accountable for ensuring the efficient functioning of the MONUSCO Security Section. Specific qualifications such as UNDSS certification in the Security Certification Program (SCP) and training in Hostage Incident Management (HIM) or Safe and Secure Approach in the Field Environment (SSAFE) are desirable. Graduates from Police/Military War Colleges and Senior Staff Colleges are also preferred, along with additional certifications in related security fields.
Experience: Candidates must have a minimum of 10 years of relevant professional experience, including at least 4 years in a leadership role with proven crisis management experience. Experience within the UN Security Management System is required, including at least 2 years in a peacekeeping mission. Candidates should have experience in planning, designing, implementing, and reviewing risk mitigation measures related to operations impacted by insecurity. Experience managing security units in multicultural, integrated missions in conflict or post-conflict settings is essential. Familiarity with security planning and operations, security risk assessments, and emergencycommunication systems is desirable. Experience in the Great Lakes Region or Central Africa Region is also advantageous.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required, with a minimum level of III in reading, writing, listening, and speaking. French is desirable, with a minimum level of II in the same skills.
