Job Overview:
The Migration Health Assessment Center (MHAC) Coordinator is responsible for ensuring the efficient daily operations of the MHAC in Colombo, Sri Lanka. This role involves close coordination with the Chief Migration Health Officer (CMHO) to conduct comprehensive migration health assessments that meet the technical requirements of resettlement countries. The coordinator will oversee various health assessment processes, including medical examinations, imaging, laboratory testing, vaccinations, TB management, treatment referrals, and pre-departure procedures. The position requires meticulous attention to detail in documenting health information and ensuring the accuracy and completeness of records. The coordinator will also be involved in the management of TB cases, immunization programs, and quality improvement initiatives within the MHAC. This role is crucial for maintaining high standards of health services and ensuring compliance with global IOM Standard Operating Procedures (SOPs).

Duties and Responsibilities:
  • Ensure the efficient daily operations of the Migration Health Assessment Center (MHAC) in coordination with the Chief Migration Health Officer (CMHO).
  • Conduct migration health assessments, including medical examinations, imaging, laboratory testing, vaccinations, TB management, treatment referrals, and pre-departure procedures.
  • Ensure proper identification of refugees and migrants during health assessments and maintain accurate health records.
  • Oversee treatment for TB and sexually transmitted infections, and support HIV counseling activities.
  • Coordinate the management of TB cases and ensure effective treatment protocols are followed.
  • Implement immunization and presumptive treatment programs in compliance with technical guidelines.
  • Contribute to quality improvement systems for service areas within the MHAC, including regular quality control activities.
  • Utilize data analysis and reporting systems to monitor performance indicators and ensure data quality.
  • Manage financial aspects of the MHAC, including budget preparation and financial reporting. 1
  • Oversee procurement of medical supplies and equipment in coordination with relevant units. 1
  • Perform additional duties as assigned by the supervisor.

Required Qualifications:
  • Master's degree in Medicine from an accredited institution with at least two years of professional work experience, or a University degree in Medicine with at least four years of professional work experience.
  • Valid license to practice medicine in the country is mandatory.
  • Professional continuous clinical experience, preferably in a multidisciplinary hospital setting, with the last clinical posting within the last three years.
  • Proven master trainer experience is an advantage.
  • Good knowledge of clinical medicine, patient safety, and infection prevention and control.
  • Proven expertise or post-graduate specialization in pediatrics, pulmonology, emergency medicine, internal medicine, public health, healthcare administration, or healthcare management is advantageous.

Educational Background:
Candidates must possess a Master's degree in Medicine from an accredited academic institution or a University degree in Medicine. Accredited institutions are those listed in the UNESCO World Higher Education Database. A valid medical practice license is also required.

Experience:
Candidates should have professional continuous clinical experience, ideally in a multidisciplinary hospital setting. The most recent clinical experience should be within the last three years. Experience as a master trainer is considered an advantage, indicating a higher level of expertise and capability in training others in clinical practices.

Languages:
Fluency in English and Sinhalese or Tamil is required. Fluency in all three languages (English, Sinhalese, and Tamil) is advantageous, as it enhances communication with diverse populations and stakeholders.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar roles for 24 months. National Professional Officers must be nationals of the country of employment and perform work at the professional level. The appointment will be contingent upon medical fitness certification, residency verification, and necessary government authorizations.
