Job Overview:
The position involves coordinating the Ni Silencio Ni Tabú program, which focuses on promoting the psycho-emotional well-being of adolescents and youth in Uruguay. This program is a collaborative effort between INJU and UNICEF, initiated in response to the growing public priority of adolescent mental health, particularly highlighted during and after the pandemic. The coordinator will be responsible for ensuring the effective implementation of the program's five components, which include social mobilization, adult training, community reference services, knowledge production, and inter-institutional coordination. The role requires a strategic approach to guide the project team, manage relationships with various stakeholders, and ensure compliance with technical and administrative standards set by INJU and UNICEF. The coordinator will also be involved in planning, monitoring, and evaluating the program's activities, ensuring that they align with the established goals and objectives.

Duties and Responsibilities:
The coordinator will perform a variety of tasks, including:
  • Contributing to the technical and operational implementation of the Ni Silencio Ni Tabú program, ensuring the coordinated development of its five components.
  • Facilitating the coordination of the project team, which includes technicians from INJU and UNICEF, promoting collaborative and results-oriented management.
  • Guiding and supporting the technical team by providing strategic direction, methodological supervision, and assistance in planning and executing activities.
  • Strengthening inter-institutional coordination by maintaining regular connections with local governments, civil society organizations, and public agencies involved in the program's implementation.
  • Designing the Annual Activity Plan in accordance with INJU's directives and in agreement with UNICEF, defining goals, timelines, and implementation strategies.
  • Ensuring that all program actions comply with INJU and UNICEF's technical, administrative, and quality standards.
  • Conducting follow-up visits to territories and NSNT Centers, systematizing necessary information for program registration, monitoring, and evaluation processes.
  • Participating in institutional spaces determined by INJU's management, representing the program and providing relevant technical inputs.
  • Identifying obstacles in program implementation, proposing timely solutions, and preparing monitoring reports that document progress, challenges, and recommendations for effective execution.

Required Qualifications:
Candidates must possess a degree in Social Sciences, Humanities, Psychology, Economics, or related fields. Additional training such as courses, specializations, or postgraduate studies in adolescence, youth, mental health, or youth participation will be valued. Candidates should have a minimum of three years of proven experience in coordinating and/or managing social projects, including team leadership. Experience working with adolescents and youth, collaborating with public institutions and social organizations across various territories, and knowledge or experience in project administration will be advantageous. Technical knowledge in community mental health and working with adolescents and youth is essential, along with the ability to lead and manage programs, plan, execute, and monitor activities, and prepare technical and follow-up reports. Strong communication skills, teamwork, and the ability to build agreements are crucial, as well as flexibility to navigate dynamic contexts.

Educational Background:
A bachelor's degree in relevant fields such as Social Sciences, Humanities, Psychology, or Economics is required. Additional qualifications in areas related to youth and mental health are preferred.

Experience:
A minimum of three years of relevant experience in project coordination or management, particularly in social projects involving youth and adolescents, is required. Experience in working with public institutions and civil society organizations is also important.

Languages:
Fluency in Spanish, both oral and written, is mandatory. Knowledge of English is considered an asset.

The contract duration is 12 months from the signing date, with the possibility of extension based on project needs. The estimated start date is March 202
  • Most work will be conducted in person at INJU's headquarters, with potential external meetings and site visits required. Flexibility in working hours and availability for travel to other departments is necessary. The contractual relationship will be established through a service contract, and the consultant is responsible for fulfilling legal and tax obligations in their country of residence. Payment conditions stipulate that UNICEF pays within 30 days of product submission and approval. The consultant's fees will be based on the salary scale of MIDES officials, with an estimated dedication of 40 hours per week, amounting to UYU 144,140 + VAT as of January 2026, subject to updates in line with the salary scale.
