Job Overview: The position of Diaspora Expert for EU Accession Support is designed to leverage the expertise of highly skilled members of the Diaspora from North Macedonia who are currently residing abroad. The primary function of this role is to facilitate the transfer of knowledge and best practices related to the European Union (EU) accession process. The expert will engage with various stakeholders, including governmental and non-governmental organizations, to support North Macedonia's efforts in aligning with EU standards and regulations. This role is crucial in mapping the available expertise within the Diaspora, which can significantly contribute to the institutional reforms necessary for EU integration. The expert will be expected to provide advisory support, conduct training sessions, and participate in discussions that aim to enhance the capacities of local institutions in North Macedonia. The overarching goal is to utilize the skills and experiences of the Diaspora to foster sustainable development and improve labor mobility, thereby strengthening the country's position in the EU accession process.
Duties and Responsibilities:
Conduct mapping of Diaspora expertise relevant to EU accession, focusing on individuals with experience in EU institutions and policies.
Provide advisory support to North Macedonian institutions on legislative alignment and institutional reforms necessary for EU integration.
Facilitate knowledge transfer through lectures, seminars, and thematic presentations on EU accession-related topics.
Participate in expert or study visits to provide on-the-job training and mentoring to civil servants in relevant institutions.
Engage in remote consultations and advisory sessions to support ongoing institutional development.
Collaborate with local stakeholders to identify institutional needs and tailor support accordingly.
Monitor and evaluate the impact of Diaspora engagement on institutional capacity and EU accession progress.
Contribute to the development of action plans, strategies, and reform roadmaps aligned with EU benchmarks.
Ensure compliance with IOM's policies and standards throughout the engagement process. 1

Required Qualifications:
Proven experience in EU-related policies, governance, or public administration, particularly in the context of EU accession processes.
Strong knowledge of the EU acquis and its implementation across various sectors.
Demonstrated ability to conduct policy analysis and drafting, including the development of strategic plans and reform roadmaps.
Experience in capacity-building and knowledge transfer, particularly in multicultural environments.

Experience: Candidates should possess significant professional experience, ideally with a minimum of 5 years in roles related to EU institutions, public administration, or international organizations. Experience in advising on EU accession processes, legislative alignment, and institutional reforms is essential. Familiarity with the specific challenges faced by North Macedonia in its EU accession journey will be an advantage, as will experience working with Diaspora communities or in cross-cultural settings.
Languages: Fluency in English is mandatory, as it is the working language of the EU and IOM. Knowledge of Macedonian is highly desirable, as it facilitates communication with local stakeholders. Proficiency in additional languages relevant to the EU context (such as French, German, or Italian) is considered an asset, as it enhances the ability to engage with a broader range of EU institutions and member states.
Additional Notes: The engagement is subject to funding confirmation, and the appointment will require certification of medical fitness. IOM provides coverage for occupational accidents and illnesses but does not cover non-occupational medical expenses. Candidates must secure their own medical insurance for non-occupational incidents.
