Job Overview: The Chief of Field Office (CFO) is responsible for managing UNICEF's presence in Tindouf, Algeria, particularly in the Sahrawi refugee camps. This role involves effective leadership of the Field Office team, ensuring the safety and security" style="border-bottom: 1px dotted #007bff !important;">security of staff and assets, and maintaining a transparent and accountable work environment. The CFO will lead the planning and implementation of humanitarian response interventions, monitor program progress, and ensure compliance with UNICEF's policies and procedures. The position requires a strong focus on knowledge management, program development, and the optimum use of program funds, while also fostering partnerships and collaboration with local authorities and stakeholders. The CFO will play a critical role in advocating for children's rights and ensuring that UNICEF's programs are effectively implemented to meet the needs of the most vulnerable populations.
Duties and Responsibilities:
Effective management of UNICEF presence, staff, and assets, including representation in meetings and events, ensuring safety and security, and leading the Field Office team.
Knowledge management for programs through data collection, analysis, and reporting, as well as participation in the Programme Knowledge Network.
Program development and management, including planning and implementing humanitarian response interventions, conducting field visits, and monitoring progress.
Optimum use of program funds by establishing work plans, monitoring compliance, and ensuring efficient allocation and disbursement of funds.
Program monitoring and evaluations through field visits, rigorous evaluation processes, and preparation of program reports.
Rights-based and results-based program management approach, integrating PSEA and AAP considerations into planning and implementation.
Advocacy at national, community, and family levels for children's and women's rights.
Partnership, coordination, and collaboration with internal and external counterparts to improve program implementation and data dissemination.
Required Qualifications: Candidates must possess an advanced university degree in social sciences, international relations, public administration, or a related field. A minimum of five years of professional work experience in program management, planning, monitoring, and evaluation is required. Experience in a developing country and familiarity with emergency contexts are considered assets. Relevant experience in a UN system agency or organization is also advantageous. Candidates should demonstrate knowledge of UNICEF's program policies and procedures, as well as inter-agency planning processes.
Educational Background: An advanced university degree in social sciences, international relations, public administration, government and public relations, public or social policy, sociology, social or community development, or another relevant technical field is required for this position.
Experience: A minimum of five years of professional work experience in program management, planning, monitoring, and evaluation, or another relevant area is required. Experience working in a developing country is considered an asset, as is relevant experience in a UN system agency or organization. Familiarity with emergency contexts and understanding of key IASC policies and frameworks are also beneficial.
Languages: Fluency in English is mandatory, with proficiency in Arabic or Spanish also required. Knowledge of another official UN language, particularly French, is considered a strong asset.
