Job Overview:
The position involves providing specialized technical assistance in field project management, ensuring proper technical coordination, time control, cost management, and evaluation of construction aspects for approval by UNICEF. The consultant will work remotely but will need to travel to various departments in Guatemala, including Alta Verapaz, Chiquimula, Quiché, Huehuetenango, and San Marcos. The role requires routine remote monitoring of fieldwork, coordination with various stakeholders, and participation in technical meetings to contribute to decision-making and programmatic follow-up. The consultant will also be responsible for generating and consolidating monitoring data with partners, ensuring quality and timely reporting of information.

Duties and Responsibilities:
  • Conduct routine remote monitoring of fieldwork in coordination with implementing partners and external supervision, ensuring compliance with schedules and project commitments.
  • Perform site visits for inspection and monitoring of WASH in Schools (WinS) projects in specified departments, documenting progress and identifying risks.
  • Provide technical support and coordination for projects related to Early Childhood Education Centers, ensuring technical coherence and compliance with standards.
  • Coordinate the generation and registration of monitoring data with partners, ensuring quality and traceability of reported information.
  • Participate in technical planning and coordination meetings, providing technical inputs for decision-making and programmatic follow-up.
  • Develop operational documents, monitoring tools, and structured reports on project progress and challenges.
  • Identify and prioritize actions for improvement based on field observations and project evaluations.

Required Qualifications:
  • Active engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer with a valid professional license.
  • Minimum of 3 years of general experience in managing school infrastructure projects.
  • At least 1 year of specific experience in technical management of WASH programs.
  • Proficiency in PowerBI, Kobo Toolbox, AutoCAD, and project planning tools (MS Project, Excel, or similar).
  • Knowledge of national construction regulations, safety, and permits.
  • Strong skills in information technology, analysis, synthesis, organization, and teamwork.

Educational Background:
A degree in Civil Engineering is required, with an active professional license. The candidate must provide proof of their academic qualifications during the application process.

Experience:
Candidates must have a minimum of 3 years of experience in managing infrastructure projects, with at least 1 year specifically in WASH programs. Experience should include technical management and coordination of projects, as well as familiarity with monitoring and evaluation processes.

Languages:
Fluency in Spanish is mandatory. Knowledge of English is considered an asset but not required.

The position is a consultancy role with a contract duration of 12 months, subject to performance and project needs. The consultant will be expected to provide a financial proposal detailing costs per product, including travel expenses.
