Job Overview: The position of Junior Consultant involves providing technical assistance for the implementation of training processes through guides, manuals, and training tools in coordination with governing institutions in planning and budgeting. The consultant will work in a hybrid model from Guatemala City and prioritized municipalities, with an estimated six missions to various municipalities such as Alta Verapaz, Huehuetenango, and Totonicapán, each lasting about a week. The consultant will participate in meetings with UNICEF, SESAN, PNUD, and other allied institutions, implement training sessions, validate and approve created materials, promote territorial coordination, and collect necessary data for monitoring progress.
Duties and Responsibilities:
Participate in meetings convened by UNICEF and other institutions.
Implement training sessions using guides and manuals on required topics.
Hold validation meetings for created materials.
Promote coordination with involved institutions at the territorial level.
Collect data and statistics for monitoring progress.
Define logistics and coordination with institutions for field training.
Prepare progress documents for the implementation of training processes, including logistical aspects and workshop organization.
Attend virtual and/or in-person meetings and prepare minutes, including photographs and attendance lists.
University degree in social sciences, economics, or a related field.
At least 2 years of experience in financial administration roles within the public sector.
At least 2 years of experience in planning and programming in the public sector.
Required skills include analytical, programmatic, and writing skills for technical document preparation.
Proficiency in using census databases, surveys, and administrative records.
Knowledge of the socio-economic reality of Guatemala and the functioning of SISCODE and SINASAN.
Desirable knowledge of municipal budget cycles.
Educational Background: A university degree in social sciences, economics, or a related field is required for this position. This educational background is essential to understand the complexities of public sector administration and planning, which are critical for the role.
Experience: Candidates should have a minimum of 2 years of relevant experience in financial administration and public sector planning. This experience is crucial for understanding the operational and strategic aspects of the role, ensuring that the consultant can effectively contribute to the training processes and project implementation.
Languages: Fluency in Spanish is mandatory, given the location and target audience. Knowledge of English or other indigenous languages would be considered an asset, enhancing communication with diverse stakeholders and communities.
Additional Notes: The consultancy is expected to follow a hybrid work model, with a mix of remote and in-field work. The consultant will be required to travel to various municipalities, with an estimated six missions planned. The final fee will adhere to the principle of achieving the best value for money, and consultants must include all expenses in their fee proposals. Payment conditions stipulate that UNICEF will process payments within 30 days of receiving the consultant's invoice, which is issued only after UNICEF's acceptance of the work specified in the contract. Consultants are responsible for their tax obligations according to local laws.
