Job Overview: The Consultant for Migration and Climate Change Integration will play a pivotal role in the IOM Development Fund project aimed at mainstreaming migration and climate change perspectives into the National Adaptation Plan (NAP) processes in North Macedonia. This position requires a deep understanding of the intersection between human mobility and climate change, as well as the ability to provide technical expertise and facilitate consultations with government stakeholders. The consultant will be responsible for drafting gender-responsive policy inputs and organizing technical meetings and workshops with relevant ministries and institutions. The role demands a proactive approach to integrating human mobility considerations into national climate adaptation planning, ensuring that the tools and mechanisms developed are accessible and sensitive to gender issues.
Duties and Responsibilities: The Consultant will work under the supervision of IOM’s Project Coordinator and in close coordination with IOM’s Regional Climate Action and Mobility Specialist in Vienna. Key responsibilities include:
Providing technical guidance by contextualizing the UNFCCC Technical Guide on Integrating Human Mobility and Climate Change Linkages into National Climate Change Planning Processes for government representatives.
Ensuring that the Technical Guide and related knowledge products are communicated in a practical and gender-sensitive manner.
Engaging stakeholders by participating in technical meetings with government representatives and key stakeholders to support the integration of human mobility in the NAP, preparing background notes and reports with recommendations.
Offering policy advice to national institutions on human mobility developments in the UNFCCC process.
Drafting and reviewing NAP-related inputs, providing gender-sensitive written inputs and technical comments to draft NAP documents, and ensuring alignment with international standards.
Coordinating closely with IOM Office in Skopje and IOM’s Regional Office in Vienna to ensure coherence of inputs.
Preparing progress updates and a final consultancy report documenting achievements, lessons learned, and recommendations for sustaining the mainstreaming of migration, environment, and climate change into the NAP.
Required Qualifications: Candidates must possess an advanced university degree in environmental policy, climate change, migration studies, international development, or a related field. Additionally, a minimum of five years of experience in climate change adaptation, migration, or related policy fields is required. Proven experience in technical advisory roles, policy drafting, and multi-stakeholder consultations is essential. Familiarity with UNFCCC processes, particularly those relating to adaptation and human mobility, is highly desirable. Previous experience working in North Macedonia or the Western Balkans is considered an asset. Candidates should demonstrate the ability to integrate gender-sensitive approaches into climate or migration programming and have experience liaising with governmental and international organizations.

Languages: Fluency in English is mandatory, with excellent written and verbal communication skills. Knowledge of additional languages may be considered an asset, particularly those relevant to the local context in North Macedonia, as it may facilitate better communication with stakeholders and government representatives.
Additional Notes: The position is expected to involve a consultancy arrangement, with specific deliverables and timelines to be confirmed upon the outset of the consultancy. The consultant's performance will be evaluated based on criteria such as timeliness, responsibility, initiative, communication, and the quality of the products delivered. The role may involve full-time engagement, and the consultant will be expected to participate in monthly progress meetings and submit a final consultancy report documenting all achievements and recommendations.
