Job Overview:
The Technical Lead position is a pivotal role that provides technical leadership on large projects within a specific area of specialization. The individual in this role will establish and continually refine technical frameworks, approaches, tools, and activities for the project. They will identify specialized partnership needs and engage qualified partners to ensure technical performance. The Technical Lead will monitor all technical aspects of a project from initiation through delivery, ensuring that project technical deliverables are completed on schedule and within budget constraints. This role also involves selecting, developing, and evaluating personnel to meet technical objectives, contributing project experience and learning to global thought leadership initiatives in their area of technical specialization.

Duties and Responsibilities:
The Technical Lead serves as the technical lead and key point of contact for the prime implementing organization on a large project. They will lead the technical operational and tactical activities for the project, ensuring high-quality technical deliverables—including workplans and annual reports—are developed, submitted, and approved on schedule and within budget parameters. The Technical Lead will develop and implement processes and procedures to achieve strategic technical goals of the project, providing direction to ensure compliance with client agreements, government regulations, and the organization’s policies and procedures. They will respond to client requests and questions on technical matters, manage monitoring and evaluation activities, and maintain relationships with all subcontracted organizations on technical matters. Additionally, the Technical Lead will promote project success by collecting, writing, and distributing success stories and case studies, attend informative events to network and learn, support knowledge management within the project, and engage in writing publications and developing proposals for new projects.

Required Qualifications:
Candidates must possess comprehensive knowledge of concepts, practices, and procedures related to project management and technical development. They should have excellent oral and written communication skills, demonstrated organizational and problem-solving skills, and the ability to influence and motivate others. The ideal candidate will have a proven ability to ensure that budgets, schedules, and performance requirements are met, along with excellent leadership and critical thinking skills. They should also have the ability to exercise judgment within generally defined practices and policies in selecting methods and techniques for obtaining solutions.

Educational Background:
A Master’s Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth, or a Related Field is required. Project Management (PM) Certification is preferred.

Experience:
Typically, candidates should have a minimum of 12+ years of relevant technical/project management experience, including at least 8+ years of leadership experience. Strong business acumen and/or line management experience is essential, and prior work experience in a non-governmental organization (NGO) is preferred.

Languages:
Excellent oral and written communication skills in English are mandatory. Additional language skills may be beneficial but are not specified as required.

The position is based in a typical office environment with the ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard. The role may require less than 25% travel.
