Job Overview: The Project Lead for Integrated Cervical and Breast Cancer Prevention and Control will be responsible for overseeing the implementation of a project aimed at integrating cervical and breast cancer screening, early diagnosis, referral, and treatment into Primary Health Care (PHC) in Huila Province, Angola. This role is crucial in addressing the rising burden of noncommunicable diseases, particularly cancer, which has been exacerbated by late diagnoses and limited access to healthcare services. The consultant will work closely with provincial and municipal health authorities to ensure that the project aligns with the Angolan government's Multisectoral Strategic Action Plan for the Prevention and Control of Non-communicable Diseases (PLANAPREV 2024-2027). The position requires strong leadership skills to coordinate project activities, provide technical support, and engage with various stakeholders to enhance cancer prevention and control efforts in the region.
Duties and Responsibilities: The Project Lead will have a comprehensive set of responsibilities, including:
Project Coordination and Implementation: Leading day-to-day project activities, supporting the integration of cervical and breast cancer screening into PHC services, coordinating screening activities, and ensuring effective referral pathways between different levels of care.
Technical and Operational Support: Conducting situational analyses, developing operational documents, supporting the rollout of screening protocols, organizing training for health workers, and coordinating with laboratories to enhance diagnostic services.
Monitoring, Evaluation, and Data Use: Implementing monitoring and evaluation frameworks, ensuring accurate data collection, strengthening cancer surveillance systems, and contributing to data analysis for decision-making.
Coordination and Stakeholder Engagement: Liaising with health authorities, implementing partners, and community mobilizers to facilitate communication and collaboration.
Reporting and Documentation: Preparing regular progress updates, contributing to donor reports, and documenting best practices and lessons learned to inform future initiatives.
Required Qualifications: Candidates must possess strong coordination and organizational skills, a sound understanding of cancer prevention and screening approaches, and the ability to work effectively with health authorities. The role requires excellent written and oral communication skills, professionalism, integrity, and a commitment to teamwork and respect for diversity. The incumbent should demonstrate strong problem-solving abilities and the capacity to manage multiple tasks efficiently under pressure.
Educational Background: A relevant educational background is essential for this position, typically requiring a degree in public health, medicine, or a related field. Advanced degrees or specialized training in oncology, epidemiology, or health management may be preferred, as they provide the necessary knowledge and skills to effectively lead cancer prevention and control initiatives.
Experience: Candidates should have substantial experience in public health, particularly in the areas of cancer prevention, screening, and early detection. Experience working with governmental health authorities and implementing health programs at the provincial or municipal level is highly desirable. Familiarity with monitoring and evaluation frameworks, as well as experience in training health workers, will be advantageous for this role.
Languages: Proficiency in Portuguese is mandatory, as it is the official language of Angola. Knowledge of English or other local languages may be considered an asset, enhancing communication with diverse stakeholders and facilitating broader engagement in health initiatives.
Additional Notes: This position is a national UN Volunteer assignment based in Huila Province, with frequent travel to municipalities and health facilities as required. The consultant will be responsible for arranging their own housing and living essentials. National UN Volunteers are covered under a malicious insurance plan, ensuring their safety and well-being during the assignment. The role is expected to be full-time, with a focus on delivering impactful health outcomes in alignment with WHO's mission and the Angolan government's health priorities.
